B: Buna zaman gərəkdir. Buna çox zaman gərəkdir. Buna iş yerləri açmaq gərəkdir, bax yeni yeni перестройка zamanı bu şirkətlər açılanda, BP, Amoco, Statoil, MacDermott, başqa şirkətlər açılanda yeni gənclər gələndə hələ bilmirdilər nasıl çalışmaq burada. Yəni o aşağı səviyyəli insan Amerikada, bəlkə Amerikada heç iki min dollar qazana bilməz, qəlir Bakıda on beş min dollar ona maaş verirlər... bəlkə heç kolledji bitirməyib, heç universiteti yox, doktorası yox, masterasıda heç yox, amma gəlib bizim doktora yapdığı insanların başında qoz qırır. Nədən? On beş min dollar alır. Və o bir az bir şey yaradır bizdə, yəni ona qarşı, təkçə o insana qarşı yox, o şirkətə qarşı, o dövlətə qarşı, böylə bir antipati. Amma bir az дисциплин-lı insanlar gəlsəydir, yüksək səviyyəli insanlar gəlsəydir... yəni bizə iş дисциплин-ı gərəkdir. Fabriklar açılsaydı, bu gün ozəlləşdirmə... axı bu gün Azərbaycanın yüzdə səksəni ozəlləşmiyib, hamısı dövlətin, dövlətin yəni orada başında oturan məmur, rüşvət alır, verir onu dövlətin bakanına və işdən o yer çürümüş. Yəni fabrik yoxdur, amma fabrikin müdirü var. Nədən bu pul çıxardır o özü bilər. Torpağını satır, restoran gurur orada, nə bilim nə, malı alıb oradan satır və o paranı göndərir. Yəni bu bir acınacaqlı vəziyyətdir. Əgər iş yerləri çoxlu açılsa, mənim fikrim odur ki, böyük iş yer, bunu tam konrolda saxlamaq olmaz. Yəni iş yeri açılacaq, müştərək iş yerləri açılacaq, Amerikayla, Türkiyəylə, deyək ki, Avropa ölkələriylə, Almaniyayla, Fransiyayla, İngiltərəylə, iş yerləri müştərək açılsa, o müştərək дисциплин –da olar, müştərək paylaşmada olar, və onu dövlətin dayı məmuru tam kontrol altında saxlaya bilməz. O saxlaya bilməyəndə, məmurda bu günki kimi, at çapa bilməz, bu gün kimi insanların başında goz qıra bilməz. Yəni burada bir az bu məsələ dövlətə bağlıdır, dövlətin başında duranlara bağlıdır. Bu gün dövlətin başında duran олигархия var, o bu işləri, yəni heç... heç bir şey yapmır bu konuda. B: Time is needed for this. A lot of time is needed for this. It is necessary to create new jobs, see, when during the perestroika when these companies just opened, BP, Amoco, MacDermott, when other companies opened. When young people went they still didn’t know how to work there. Yes, English... fine, I’ll learn English, meaning we didn’t... it was hard for an Azerbaijani to get used to that discipline. Now we are more used to it. There is one thing, that... the people who come from there, from America, from England, people who represent those companies, people who come to Azerbaijan are not really on a high level. They are very low level. And you can see that contrast. Meaning that lower level person in America, maybe in America he wouldn’t even be able make two thousand dollars, he comes to Baki, they give him fifteen thousand dollars as a salary... maybe he hasn’t even finished college, no university, doesn’t have doctorate, doesn’t even has master’s, but he comes and “cracks nuts on the heads”¹ of our people with doctorate degrees. Why? Because he gets fifteen thousand. And this creates this one thing, I mean, there comes to be a certain antipathy against him, not only against that person, but also against that firm, against that country. However, if a bit more disciplined people came, if high level people came... meaning we need job discipline. If the factory’s opened, today privatization... because today in Azerbaijan 80 out of 100 haven’t been privatized, everything is state-owned. State, meaning the bureaucrat who is sitting there at the head, takes bribes, gives them to the state minister and that place is rotten. Meaning, there is no factory, but there is a factory manager. How is this money taken? It’s his business. He sells his land, makes a restaurant there, I don’t know what, sells the goods there and sends the money. This is a miserable situation. If a lot of jobs get created. I think big work places, you can’t completely have it under control. Meaning, new jobs will be created, common jobs will be available, with America, with Turkey, with European countries, with Germany, France, England, if collective jobs get created, we could also have collective discipline, common salaries, and the government bureaucrat would no longer be able to keep that completely under control. When he couldn’t keep it under control, the bureaucrat couldn’t “crack nuts on people’s heads” like today. This problem is linked to the government…is linked to people at the head of the state. Today, there is oligarchy at the head of state, and these things… they don’t do anything about this subject. Meaning, they have only one political stance, like Aliyev’s politics, they show Azerbaijan as an example in the world, and also today… our refugees are used very well, they are shown to foreign… these firms… “you see, the refugees are living in train cars”, they are helping (bringing aid), God knows if the refugees receive or don’t receive that aid. This is it, when you go to Baki, you get a little bit distraught when you see these things.

1 cracks nuts on the heads. To “crack nuts on somebody’s head” means to manipulate them however one wants, abuse one’s power and treat them as an inferior.
