SPORT, VENUE AND EVENT SPONSORSHIP SERVICES

This Amendment #1 is being issued to amend and clarify certain information contained in the above referenced RFP. All information contained herein is binding on all offerors who respond to this RFP. Specific parts of the RFP have been amended. The following changes/additions are listed below; new language has been double underlined and marked in bold (i.e., word), and language deleted has been marked with a strikeout (i.e., word).

2. REVISE: SECTION 3.4 SCHEDULE, page 15:
The Key Dates for this procurement as stated below are for informational and planning purposes. The Lottery reserves the unilateral right to change any of these dates.

It is the Lottery's intention to make a recommendation for award of the Contract resulting from this RFP in November 2014 and to submit that recommendation to the Maryland Board of Public Works for approval in December 2014. The Sports, Venue and Event Sponsorship Services Contract shall be fully operational on December 19, 2014.
Even if other dates in the procurement process change, the Contract start date shall not change, unless otherwise indicated in writing by the Lottery. By submitting a response to this RFP, the Offeror/Contractor shall be committed to meet the required December 19, 2014 start date to ensure a fully operational Sports, Venue and Event Sponsorship Services Contract without regard to other changes in the schedule for this procurement.

3. REVISE: SECTION 3.7 PROPOSAL SUBMISSION, page 17:
3.7.1 Deadline for Receipt of Proposals
The submission of Proposals shall be conducted as described in Section VII.
All proposals must be received by the Procurement Officer, at the address listed in Section 3.1.1 and the Key Information Summary Sheet, no later than 2:00 p.m. (Local Time) on October 28 24, 2013, in order to be considered.

4. REVISE: SECTION 3.21, MINORITY BUSINESS ENTERPRISE (“MBE”) SUBCONTRACT PARTICIPATION GOAL, page 22:
A minimum overall MBE subcontractor participation goal of 5% of the total contract dollar amount has been established for this Contract. “Total contract dollar amount” for the purpose of MBE calculations only for this RFP/contract shall be defined as the total amount paid to the Contractor based on the Monthly Flat Agency Fee only and shall exclude the Budget Level amounts managed by the Contractor.

5. REVISE: SECTION 3.34, LIVING WAGE REQUIREMENT, page 34:
3.34.1 A solicitation for services under a State contract valued at $100,000 or more may be subject to Title 18, State Finance and Procurement (SFP) Article, Annotated Code of Maryland. Additional information regarding the State’s Living Wage requirement is contained in this RFP (Appendix L N - Living Wage Requirements for Service Contracts). If the Offeror fails to submit and complete the Affidavit of Agreement, the State may determine an Offeror to be not responsible.

6. REVISE: SECTION 7.3.11 Required Submissions, page 103:

Offerors must submit the following items with the original Technical Proposal (Note: Offerors need to submit only one (1) paper original of these items):

   A completed Proposal Affidavit (Appendix A)

   The MBE Utilization and Fair Solicitation Affidavit and MBE Participation Schedule (Appendix D; Attachment D-1A);
   
3. 
   A completed Conflict of Interest Affidavit and Disclosure (Appendix G);
   
4. 
   A Litigation/Protest Bond in the amount of One Hundred Fifty Thousand Dollars ($150,000.00) (see Appendix H);
   

5. Statement of Intent to Comply (Section 7.3.4, paragraphs 5. & 6.).

6. Living Wage-Affidavit of Agreement (Appendix L)

7. Authorization for Release of Information (Appendix M O)

8. Location of the Performance of Services Disclosure (Appendix N Q)

Except as expressly amended herein, all other terms, provisions and conditions in the RFP remain unchanged and in full effect.
