Background and Objective
Following recommendations of the CGRFA's 10th Session (November 2004), AGPS, through its Regular Programme, has provided financial support to the officially designated coordinating institution of Azerbaijan, the Genetic Resources Institute (GRI) in order to apply the new GPA monitoring approach and to prepare a strategic assessment of the status of PGRFA, which will contribute to the Second FAO Report on the State of the World’s PGRFA. Similar activities has been carried out in two other countries of Central Asia, namely, Uzbekistan and Kazakhstan. Activities in Azerbaijan have started in February 2006.
As a first step towards the implementation of the Letter of Agreement between AGP and GRI to carry out above mentioned activities, GPA monitoring tools (documents, guidelines and computer system) have been translated into and/or adapted to work in Azeri, the official local language, upon request of the national counterpart. A first stakeholders meeting was held at GRI, Baku, in March 2006, perfectly on time with the tentative work-plan submitted by GRI in January 2006. In agreement with AGPS, IPGRI’s Officer in Uzbekistan, who is familiar with both the GPA and SOW processes, attended the meeting as the international technical adviser. Stakeholders’ commitment to these activities was achieved during the meeting and the work-plan was finalized and adopted.
The objectives of the mission were (i) to assist national staff from GRI in revising information relevance and quality gathered from national stakeholders since the first workshop; and (ii) to lead the second national stakeholders’ workshop for the establishment of the National Information Sharing Mechanism on GPA and the preparation of the Country Report on the State of PGRFA.

Issues, Outcomes and Recommendations
Activities, which followed the first stakeholders’ meeting, focused on data gathering for updating/building a knowledge base. According to the FAO-developed GPA information system, the base will later on be used as a resource of national references to complete a reporting format and fulfil internationally agreed GPA indicators. This activity was successfully carried out between the first national workshop and the second one, which this report addresses. Information on 69 national organizations, 260 contact persons, 593 bibliographical references, 366 projects and 830 cultivars were gathered from stakeholders by the National Coordinator and recorded both in Azeri and English into the database of the National Information Sharing Mechanism on GPA (GPA information system).
The 2nd National workshop on National Information Sharing Mechanism (NISM) was held on 13 July 2006 at the Genetic Resources Institute in Baku (see Agenda in Annex I and List of Participants in Annex II). It was conducted under the chairmanship of Dr. Zeynal Akparov, Director General of GRI and attended by 20 participants from 11 different PGRFA stakeholders.
After the presentation of the agenda and objectives of the workshop and a brief wrap-up of the activities so far undertaken, practical sessions were held on the use of the NISM computer application and on the content of the information addressed by the related indicators and reporting format.

The work-plan adopted at the first national workshop was revised in the light of a more realistic timeframe.



In general terms, activities under the LoA are proceeding well under the leadership of Dr. Akparov and the technical coordination of Mr. Afig Mammadov, GRI Information Officer. GRI is attaching great importance to the project and its catalytic role within the National PGRFA Programme represents a solid guarantee for its successful implementation with the contribution of a wide range of stakeholders.
