Visoki komesarijat Ujedinjenih nacija za izbjeglice (UNHCR) ima mandat da rukovodi i koordiniše međunarodne aktivnosti na zaštiti izbjeglica i da iznalazi rješenja za izbjegličke probleme širom svjeta. UNHCR teži tome da obezbijedi da svako može uživati pravo na traženje azila i pronalaženje sigurnog skloništa u nekoj drugoj državi, te da se može dobrovoljno vratiti u svoju domovinu. Pomažući izbjeglicama da se vrate u domovinu ili da se nastane u drugoj zemlji, UNHCR nastoji pronaći trajna rješenja za njihove patnje.
Izvršni komitet UNHCR-a i Generalna skupština Ujedinjenih nacija ovlastili su organizaciju da pomaže i drugim grupama, uključujući one koji su bez državljanstva ili čije je državljanstvo sporno, te, u nekim slučajevima, interno raseljena lica.
Organizacija nastoji smanjiti broj situacija u kojima dolazi do prisilnog raseljenja, tako što podstiče države i druge institucije da stvaraju uslove koji pogoduju zaštiti ljudskih prava i mirnom rješavanju sporova.
UNHCR nudi zaštitu i pomoć izbjeglicama i drugim licima na nepristrasan način, uzimajući u obzir njihove potrebe bez obzira na njihovu rasu, boju kože, religiju, političko mišljenje ili rod. UNHCR se u svom radu rukovodi principom uključivanja izbjeglica u donošenje odluka koje utiču na njihov život. Osnovana 1889. godine, Interparlamentarna unija (IPU) je međunarodna organizacija koja povezuje predstavnike parlamenata suverenih država. U septembru 2005. godine, 141 zemlja je bila zastupljena u Interparlamentarnoj uniji.
Interparlamentarna unija radi za mir i saradnju među narodima sa ciljem jačanja zastupničkih institucija. U tu svrhu, Interparlamentarna unija njeguje kontakte i razmjenu iskustava između parlamenata i parlamentaraca iz svih zemalja, razmatra pitanja od međunarodnog interesa i daje svoje viđenje takvih pitanja, doprinosi odbrani i promovisanju ljudskih prava i kod javnog mnjenja podiže svijest o radu zastupničkih institucija.
Interparlamentarna unija dijeli ciljeve i zadatke Ujedinjenih nacija i blisko sarađuje s agencijama Ujedinjenih nacija. Takođe sarađuje s regionalnim interparlamentarnim organizacijama, kao i s međunarodnim, međuvladinim i nevla¬dinim organizacijama koje su motivisane istim idealima. ©
