Executive summary
The presented report has been prepared as a result of the project “Audit of the SCP in
meeting commitments on Cultural Heritage Protection in Azerbaijan” that was carried
out according to the agreement based on Memorandum of Understanding signed on
August 5, 2006 between Open Society Institution Assistance Foundation (OSI-AF) and
BP.
This report was prepared on the basis of the results obtained by auditing the SCP and
contractor’s commitments on protection, management and sustainable utilization of
archeological, cultural and historical monuments that are on or close to the route of the
BTC\SCP in Azerbaijan.
The main objectives of the project:
1. Audit performance of SCP requirements of Cultural Heritage Management Plan;
2. Audit performance of SCP in meeting commitments;
3. Audit of contractor (CCIC) and National Partners (the ANAS IAE and the Ministry
of Culture) performance in meeting SCP requirements and commitments;
4. Audit of procedure of finding, cataloging, presentation and report to public
communication of archaeology findings.
During the audit the group members visited the Gobustan State Historical Artistical
Reservation area, the Georanboy and Shamkir Historical and Country Studies
museums. Issues in the area of Gobustan State Historical Artistical Reservation were
evaluation of implementation of commitments by the Company related to the
Reservation, conformity of these commitments to national and international legislations
and requirements. Issues in The Historical and Country Studies museums were
protection of monuments, handing-receiving and registration, commitments of the
Company and National Partner in joint activity, evaluation of conformity of Company’s
and National Partner’s activity to national and international legislations.
The following outcomes can be noted based on the discovered facts:
Achievements:
1. The archeologists of the company held trainings for the contractor staff.
Important measures were taken in educating archeologists, as well as
slideshows prepared on the base of archeological findings were presented to the
staff members;
2. The SCP is providing a fruitful work together with Ministry of Culture of the
Azerbaijan Republic department of “Exploration and Protection of Monuments”;
Special committee was created in order to perform the commitments. The SCP
provided the reservation representatives with training. The reservation got
technical equipments. Currently the digital base of the reservation is developing;
3. Researches were conducted as the result of the advice of representatives of the
IoA in the area of Tovuzchay (KP 377-378) in the 60 meters from 44m corridor.
Non-conformances and Other Findings:
1. The Contractor developed 50 pages training material. Only 2 of the pages were
about archaeology and they did not encircle this area totally.
