transit of rice, canned meats, dried fruits and milk, laundry soap, henna, and 

other food and basic consumer goods from the southern borders of the coun-

try was widespread. In accordance with items 164”a” and 167 of the Cus-

toms Code of the USSR, goods hidden from the customs control were con-

fiscated.  

France and Swiss watches brought illegally on their way back from 

Iran by sailors of Caspian Shipping Company were sold in the “black mar-

ket” of Baku. In the statistical information about the customs revenues and 

the fight against smuggling was stated that the list of goods illegally trans-

ferred through customs control posts included wool and silk fabrics, furs, 

tea, henna, Soviet and foreign currency, jewelry made of precious metals 

and gold coins. In research materials of achieve documents on custom-

houses names of the persons engaged in smuggling of Armenian nation 

were rather common [16, 43-44; 17, 1-16].  

According to the information from January 1, 1944, only 31 custom-

houses and 56 customs posts functioned in the USSR. The 1945 year is 

noted as one of the most active years in the activity of customs service. In 

1945, when ended war 20 million Soviet and foreign citizens had passed 

customs checkpoints of the former USSR. According to rough estimates, 1 

million of them were let through the customs points in the territory of Azer-

baijan. The Soviet military contingent and civilian passengers, machinery 

and equipment, loads of other purposes returned from the south borders of 

Azerbaijan – from Iran were included there.  

The studying of archival documents show that, for prevention of loss 

in foreign trade operations during the war, proper collection of customs du-

ties on goods and properly carrying out customs statistics the customs con-

trol was realized by the following methods: examination of the documents 

and information; conducting an oral questioning, customs control, customs 

inspection, verification of conformity of the goods, exact registration and 

documentation of goods under the customs control.  

The volume of works in Baku- Julfa custom-houses, border check-

points had significantly increased. Thus, it should be noted that the Soviet 

custom-houses in Azerbaijan territory had an exceptional importance in the 

victory over fascist Germany in the World War II.

ЭКОНОМИЧЕСКОЙ БЕЗОПАСНОСТИ 

 

В новое столетие Азербайджан вошел целым комплексом проблем в 

сфере развития внешнеэкономических связей. В этих условиях особую 

актуальность  приобретает  осмысление  роли  таможни  в  содействии 

внешней торговли между странами, определение и совершенствование 

механизма 

сотрудничества, 

укрепление 

и 

защита 

внешнеэкономической  деятельности.  Мировой  опыт  показывает,  что 

практически  в  большинстве  экономически  развитых  странах 

государственный  бюджет  формируется  за  счет  таможенных 

поступлений. После нескольких лет функционирования такой сложной 

структуры,  каковой  является  таможня,  был  получен  эмпирический 

материал  для  анализа  с  целью  обнаружения  сочетания  позитивных 

черт,  присущих  как  прошлой  практике,  так  и  новым  отношениям, 

складывающимся на экономическом пространстве СНГ и вообще всего 

евразийского континента.  

Как  известно,  таможенное  дело – исключительно  важная  сфера 

деятельности  государства  любой  страны.  Современная  таможня 

одновременно  активно  борется  с  правонарушениями  в  сфере 

таможенного  законодательства,  пресекает  незаконные  каналы 

перемещения  наркотических  и  психотропных  веществ,  оружия, 

ядовитых  и  радиоактивных  отходов,  способствует  пересечению 

торговли  исчезающими  видами  животных  и  растений,  незаконно 

приобретенными  или  похищенными  предметами  культуры  и 

искусства.  В  связи  с  этим  вопросы  таможенного  контроля  являются 

актуальными  и  требуют  разработки  системы  мер  по  его 

совершенствованию. Изучение рассматриваемой темы, анализ научной 

литературы  в  исследуемой  период  показывают,  что  историог-

рафическая база теоретических и практических разработок по истории 

развития  таможенного  дела  в  Азербайджанской  Республике  весьма
