21.5 Replacement of a flexible cable or cord requiring the moving of a switch which acts also as a
terminal for external conductors shall be possible without subjecting internal wiring to undue stress; after
repositioning the switch, and before reassembling the tool, it shall be possible to verify whether the
internal wiring is correctly positioned.
Compliance is checked by inspection and by manual test.
21.6 Wood, cotton, silk, ordinary paper and similar fibrous or hygroscopic material shall not be used as
insulation, unless impregnated.
Insulating material is considered to be impregnated if the interstices between the fibres of the material are
substantially filled with a suitable insulant.

21.7 Asbestos shall not be used in the construction of tools.

21.8 Driving belts shall not be relied upon to provide the required level of insulation.
This requirement does not apply if the tool incorporates a special design of belt which prevents
inappropriate replacement.

21.9 Insulating barriers of class II tools, and parts of class II tools which serve as supplementary
insulation or reinforced insulation, and which might be omitted during reassembly after servicing, shall
either:
– be fixed in such a way that they cannot be removed without being seriously damaged; or
