TUNA VİLAYETİ’NDE ORAK VE HARMAN MAKİNESİ

ÖZET
19. yüzyılda Avrupa çiftçisi ziraat alet ve makinelerinden faydalanarak daha verimli
çalışabiliyor, mahsulünü kısa sürede toplayabiliyordu. İnsan ve hayvan gücüyle üretim yapan
Osmanlı çiftçisi mahsülünü gereken sürede toplayamıyordu. Toplanamayan mahsül tarlada terk
ediliyor veya orakçılara bırakılıyordu. Bu sebeple Tuna Vilayeti’nde de üretimi artırmak için
ziraat alet ve makineleri kullanılmasına teşebbüs edildi. 1866’da Rusçuk’da tecrübe edilip
neticeye göre diğer kazalara da alınmak üzere bir harman makinesi getirtildi. Ertesi yıl bir
harman makinesi daha ve bazı ziraat edevatı da satın alındı. Bu harman makinelerinden birisi
de buhar gücüyle çalıştırılıyordu. 1867’de bunların Rusçuk’taki numune çiftliğinde tecrübe
edildikten sonra diğer yerlerde de kullanılması kararlaştırıldı. Verim alınınca finansmanı menafi-
i umumiye sandıklarından karşılanmak üzere 1868 yılında uygun olan kazalar için birer orak
makinesi ve her sancak için de birer harman makinesi alınmasına karar verildi. Orak makineleri,
kullanacak kişilere eğitim verilerek kazalara gönderildi. Bu makineler sayesinde mahsulde atış
olduğu görüldü.

THE CIRCASSIANS – AN ETHNIC GROUP PERISHED FROM DOBRUDJA

ABSTRACT
During the nineteenth century, Dobrudja experienced significant population
movements. In former times, the Circassians also lived in this ethnic conglomerate of Dobrudja,
a genuine mosaic of nationalities.
The Circassians emigrated from Russia to the Dobrudja and the other Turkish provinces
between 1862 and 1865. According to Eugen Pittard, in 1864 and beyond, about 400,000
Circassians fleeing from the Russians asked the Ottoman Empire to grant them assylum, which
allowed them to settle in the Balkan Peninsula and Western Asia. In Dobrudja, besides Slava
Cerchezească, Babadag Plasa, they also settled in other localities, such as Armutlia, Ortachioi,
Canlâ-Bugeac, Camber, Isaccea, Accadân, their number being around 10,000 persons. Until the
Independence War of 1877, villages of the Circassians, who preferred especially “the places
under the slopes or the wooded spots around the springs rich in drinking water” were
scaterred hither and thither all over Dobrudja. After the war, the Romanian government
encouraged the returning to Dobrudja of the other Muslim populations who had emigrated,
such as the Turks and the Tatars, and withheld the returning of the Circassians to their homes.
First, the study will focus on the descriptions of various authors, regarding the life, living,
traditional clothing, and traditions of the Circassians, as well as their relations with the other
populations in Dobrudja. Secondly, the paper will represent a statistical analysis of the
Circassians in the territory of Dobrudja and, last but not least, the political context that led to
the Circassians’ emigration after the Independence War. The paper is based on unpublished
documents found in the Romanian diplomatic and national archives, namely the memoirs of
the Romanian elite, and also the Romanian press.
