The other recommendations in terms of the public participation are set out below:
•
The creation of the router group: A team of experienced people in the field about protection 
and construction application (Finance, law and other professional groups) can reach success 
by handle all aspects of the subject.

Examine of the zone and industrial structure: History of the building, the current physical 
status and the legal position are  necessary to investigate by experts.

Considering of the Structural features: The physical quality of the structure and advantages

Result: In this context, the example, Bursa Merinos Factory, can meet the contemporary social 
and cultural needs of the growing city because of the location in Bursa. Also, old identity of the 
factory is reflected the preference of refunction that is cultural centre. Before, the power station 
of  Merinos Factory brightened the city and now Atatürk cultural centre illuminates the city in 
the light of science and art. Bursa Merinos Textile Factory is one of the industrial heritage that 
opened by Mustafa Kemal Atatürk and became a capital of textile in the Middle East and the 
Balkans. The factory reborn from the ashes with the responsibility of memory of Mustafa Ke-

CLASSIFICATION ACCORDING TO THE ARCHITECTURAL VALUE OF 
TRADITIONAL SILLE HOUSE

Öz:  Tarihi  kent  bölgeleri  ve  geleneksel  binalar  geç-
miş  uygarlıkların  yaşamları  hakkında  bilgi  veren  en 
önemli  kanıtlardır.  Bu  geleneksel  değerlerin  korun-
ması kapsamında tarihi mirasın yeniden korunması ve 
canlandırılması kültürel devamlılığın bir göstergesidir. 
Korumanın asıl amacı mimari, tarihi, çevresel, görsel 
ve estetik özelliklerini değerlendirerek kültürel mirası 
canlandırmaktır. Koruma planları kapsamında gerekli 
olan bu değerlendirme çalışmalarında, plan esaslarını 
belirlemek kaçınılmazdır. Bu çalışmada koruma karar-
ları öncesinde gerekli olan mimari değerlendirme aşa-
ması için bir yöntem önermek amaçlanmıştır. Önerilen 
yöntem, bir derecelendirme sistemine dayanmaktadır. 
Konya ili, Sille yerleşmesi bu derecelendirme yöntemi-
ni uygulamak için çalışma alanı olarak belirlenmiştir. 
Koruma  planları  hazırlanacak  olan  tarihi  yerleşmeye 
ait  mimari  özellikleri  değerlendirmek  için  sistematik 
bir  yöntem  önerilmiştir.  Çalışmada,  geleneksel  sivil 
yapılar, dış ve iç mimari özellikleri açısından değerlen-
dirilmiş ve A, B, C ve D grupları farklı değerler olarak 
sınıflandırılmıştır. Bu gruplama koruma kararları için 
fayda sağlayacaktır. Sonuç olarak, bu çalışma bir mo-
del  kabul  edilerek,    geleneksel  konutların  bulunduğu 
bölgelerin  özgünlük  değerlerinin  saptanmasına  yar-
dımcı olabileceği gibi bu bölgelerin koruma kararlarına 
da birer altlık veri oluşturabilmektedir. Uzman ekiple-
rin belirlenmesi için sistematik bir yaklaşım ve gerekli 
ekipman sağlanmasına yardımcı olacaktır.

Abstract:  Historic  urban  sites  and  traditional  houses 
are the most important evidence of the past life style. 
The conservation of these traditional values in the con-
text of conservation and revitalization of architectural 
heritage is in a sense the preservation of culture. The 
main goal of conservation is to enliven cultural proper-
ties by evaluating their architectural, historical, envi-
ronmental,  visual  and  aesthetic  characteristics. These 
evaluation studies, which are essential in the context of 
conservation plans, are inevitable phases to determine 
the principles of the plans. This study is aimed to pro-
pose a method for the architectural evaluation phase, 
which is essential before conservation decisions. The 
proposed method is based on a gradation system. Sille 
district in Konya/Turkey is determined as the area to 
test this gradation method. It is proposed that this meth-
od explains the systematic way for evaluating architec-
tural features belonging to historic sites whose conser-
vation plans are to be prepared. In the study, traditional 
buildings are evaluated from the point of their exterior 
and interior architectural characteristics and classified 
as different value groups: A, B, C and D. This grouping 
will be advantageous to conservation decisions. Differ-
ent technical teams may be organized to be responsible 
for these various value groups. As a result, a systematic 
approach  for  the  determination  of  specialized  teams 
and  required  equipment  will  be  achieved.  Thus,  an 
accurate determination of required time and cost esti-
mates will be realized.
