EXTENDED ABSTRACT 
Introduction: Infrastructure is one of the conflict facing subjects in urban planning and ar-
chitecture, although it mainly concerns technical issues. Disputes are usual because decisions 
on site selection of infrastructures affect many stakeholders, especially the people living near 
these facilities and/ or land uses. Understanding conflicting views on infrastructure decisions 
prevents project failures (Lam ve Woo, 2009, 851-869; Li vd., 2012, 333-342). The contribu-
tion of this study is expected to guide decision makers in infrastructure planning practice and 
to bring attention to a rarely studied field in literature on social aspects of infrastructure issues. 
Aim: This study aims to emphasize the variety in views on infrastructure decisions and analyze 
the conflicting views in a case study of base stations. 
Scope: The scope of the study includes 
conflicting views expressed in a public meeting on base stations located in a public university 
in İzmir. 
Method: The research is designed as a case study. Case study performs an analysis 
of  conflicting  views  of  the  speaker  from  the  responsible  institution  and  the  participators  in 
the meeting including academic staff from five departments. The data collection techniques 
used in this research are direct participatory observation and newspaper search. The method 
also includes in-depth qualitative analysis of the collected conflicting views. The findings are 
presented by using two subtopics of health effects and procedural issues of base stations. 
Lit-
erature Review: Literature involves studies referring to conflicting views on infrastructure 
decision making processes (Keir ve Ali, 2014, 169-189; Lam & Woo, 2009, 851-869; Liao & 
Chiu, 2009; Spang vd., 2012, 552-559; Timmermans ve Beroggi, 2000, 175-192). The reason 
of these conflicts includes both existing or perceived negative effects of the facilities and the 
deficiencies in their site selection processes (Atay Kaya ve Kaya Erol, 2016, 83-94; Keir ve Ali, 
2014, 169-189; Lam ve Woo, 2009, 851-869; Larsson, 2014, 163-183). Base stations are con-
flict facing infrastructures because of their possible health effects, aesthetical issues and effects 
of reducing property values (Allmendinger, 2007, 177-196; Bond ve Beamish, 2005, 158-177; 
Drake, 2006, 387-410; Hughes, 1997; Rorer, 2004, 213-234; Salomon ve Borraz, 2005, 113-
126; Wikle, 2002, 45-62). Although there are studies emphasizing the negative health effects 
of base stations (Akın ve Margaret, 2014, 7-16; Marsalek, 2005, 157-160; Odunola vd., 2015, 
57-64), there are also studies reporting that the effects are not scientifically proved (Hughes,
