"Problems of Southern Azerbaijan history" were published.
Mistakes,
make in previous works, also appear to M.M.Cheshmazers
works. Authors, who investigated this problem either in Moscow or in
Baku were not acquainted with secret archive documents about the
USSR's policy in Southern Azerbaijan. On the other hand they had
studied the theme in the limits of 1945-1946. However, from the
beginning of World War II, Southern Azerbaijan
had been included in
the expansionist plans of the Soviet Union. Russian historians
M.Ivanov, A.Bashkirov, E.Orlov, M.Popov, L.Rozdeyeva and Iranian
historians A.Dehgan, M.Mujtahidi, S.Javidi had studied this problem
according to the policy of their states
from position of the Soviet
hegemony and Paniranizm.
This problem was also studied by western researchers. The works,
published in the West may be divided into two groups:
1. Researchs of western scientific centers
2. Studies, published by emigrants from Iran and other countries
The publication of the book of David Nissman "The Soviet Union
and Iranian Azerbaijan: The usage of Nationalism for political
penetration" in 1987 in the USA was an important event. For the first
time
in this work, some questions of the Soviet policy in Southern
Azerbaijan were clarified. However, D.Nissman could not give all
political and economical purposes of the Soviet Union in Southern
Azerbaijan as he had not been acquainted with the USSR's archives
documents about this problem. In 1995 his article "Two Azerbaijans:
the common past and the common future"
was published in
Washington in the magazine "Caspian Crossroads". Sixth chapter of
the famous American scientist T.Swietochowski's book, called
"Russia and Azerbaijan. A Borderland in transition" which was
published in 1995 in New York, was named "Soviet Occupation and
the Autonomy of Iranian Azerbaijan". In this
chapter the author studed
some moments of the policy of the Soviet Union in southern
Azerbaijan. There were also published Luise Estrange-Faweet's book
"Iran and cold war : The Azerbaijan crisis of

1946" in 1992 in Cambridge and Turaj Atabakis book "Azerbaijan:
Ethciety and Autonomy in twentieth century Iran" in 1993 in London.
Y.Bamberg;s work "The history of the British petroleum
Company. The Anglo-Iranian years, 1928-1954", published in 1996 in
Cambridge, touched on the Anglo-Russian
cooperation and
contradictions in 1939-1946 in Iran. Western authors prefer to study
the events happened in Southern Azerbaijan only in 1945-1946.
However, the expansion policy of the USSR in Southern Azerbaijan
after incursion of Soviet troops into Iran, hadn't
been investigated in
succession. And this is the main purpose of our research.
