Milan Meeting Minutes

Tuesday, May 1, 2018

7:00 p.m.
Mayor Ron Anderson called the monthly meeting to order on Tuesday, May 1, 2018 at 7:00 p.m. in the Milan Community Hall.
Pledge of Allegiance was recited.
Present: Ronald Anderson, Jim Anderson, Merle Hilden, Josh Vetter and Heidi Hanson (7:10 arrival for Heidi).
Also present: Gary Andrews and Kristi Fernholz.
Motion was made by council member Anderson, seconded by council member Vetter to approve April 2, 2018 meeting minutes. Motion passed unanimously.
Jim Nelson reported that well cleaning will happen when the ground dries. Should be by the end of the month.
Motion was made by council member Anderson to approve the contract with MNRDC for grant writing and Housing. Motion passed unanimously. (Contract included in package)
Concerns of the public: NONE
Old Business:
RLF were reviewed.
No update on Snap Ed and Bush Grant
No update on the bike trail at this time. The SHIP program from Country side Public Health Bike Program is not working for Milan. Bikes that are in working order are to go to other towns with the program if they want them. The parts bikes should be disposed of on cleanup day.
Talked to MPCA about Island Services. Was told they have been in contact with them and are trying to work something. Out. The tanks have been sealed properly and drained.
Motion was made by council member Hilden, seconded by council member Hanson to approve Resolution R5-18B. Motion passed unanimously.
RESOLUTION R5-18B

RESOLUTION REQUESTING MARKED CROSSWALK ON HIGHWAY 40
WHEREAS, new or present crosswalk markings/locations from the Minnesota Department of Transportation (MNDOT) along MN Highway 40 in the city of Milan; and
WHEREAS, pedestrian crossings are currently located at Truck Highway 40 and 4th Street:

AND
WHEREAS, the City has identified the Intersection of Trunk Highway 40 and;



  1. 4th Street


WHEREAS, the City wishes to accommodate safe pedestrian crossing of MN Trunk Highway 40;
AND
WHEREAS, the City acknowledges if the requested designation is approve that the City Shall be responsible for future ongoing maintenance of all crosswalks along Trunk Highway 40;
WHEREAS, the City will maintain all painting of No Parking curb a minimum of 20 feet each side of the Pedestrian Crosswalk. By Statute Section 169.34, Subd. 1(6)

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MILAN, MINNESOTA;


  1. The city acknowledges that the MNDOT will be responsible for installation or crosswalk signing and acknowledges that the City shall be responsible for future maintenance of all crosswalks markings along Trunk Highway 40.

Resolution moved by Councilor____________ and Duly seconded by Councilor_____________, and upon a vote being taken thereon, the following voted in favor thereof:

MN DNR Lease agreement is in the process of renewal.
Clerk to send out letters again regarding Junk cars.
Clerk to contact All Things Asphalt for crack sealing bid.
Clerk to leave a note for Chris to get out the Street Sweeper.
Clean up changes to free appliances. No Microwaves, dishwashers or water softners. They all need to be paid to dump.
New Business:
Motion was made by council member Hilden, seconded by council member Vetter to omit the severance paragraph in the Paid Leave policy. Motion passed unanimously. Clerk to remove the paragraph and have both full time employees sign.
Clerk to leave a note for Chris to hang the park hour signs and to order No Littering signs to hang next to them.
Mural needs to be picked up and put backup. Clerk to leave a note for Chris.

Motion was made by Council member Hilden, seconded by council member Vetter to approve the $250 per diem for health care for the full time employees once a month. Motion passed unanimously.

Motion was made by council member Anderson, seconded by council member Hilden the City not to waive the monetary limits on municipal tort liability established by MN Statues, Section 466.04. motion passed unanimously.

Motion was made by Council member Hanson, seconded by council member Vetter to approve Resolution R5-18A. Motion passed unanimously.



RESOLUTION R5-18A

RESOLUTION ACCEPTING RESIGNATION FOR RETIREMENT
WHEREAS, Bruce Dalrymple has formally submitted his resignation for retirement; and
WHEREAS, the City of Milan has received the resignation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Milan, Minnesota:
Thanks Bruce Dalrymple for his years of service with the city.
THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City of Milan, Minnesota:
Accept the Retirement request from Bruce Dalrymple and wish him well.
Adopted by the Milan City Council this the 1st day of May 2018.

Motion was made by Council member Hanson, seconded by council member Hilden to approve $1000.00 donation to Summer Rec Program. Motion passed unanimously.

Motion was made by council member Hilden, seconded by Council member Anderson to approve the road block in front of MVAS for the Spoon Gathering May 29-June 3. Motion passed unanimously.

Clerk to write up a list of things discussed by council to have Chris take care of.

The City Shed on has 1 of 3 lights that work. Josh Vetter to talk to Jesse from Meyer’s Electric about new lights.

Clerk to place the run in the Appleton Press thanking Bruce for his years of service and wishing him well on his retirement. Motion was made by Council member Vetter, seconded by council member Hanson to approve $300 worth of Silver coins to be purchased as a thank you gift to Bruce to be presented to him at the Council meeting in June. Motion passed unanimously.

Motion was made by Council member Hilden, seconded by council member Hanson to approve ACH bills totaling $3,277.44. Motion passed unanimously.

Motion was made by council member Hanson, seconded by council member Anderson to approve monthly bills totaling $36,919.37. Motion passed. Member Hilden and Mayor Anderson Abstained.

Motion was made by council member Vetter, seconded by Council member Hanson to adjourn the meeting. Motion passed unanimously.

Meeting adjourned at 9:30.
