Minutes of the Parish Council Meeting held on Tuesday 3rd January 2017 at 7.00 pm at Risinghurst Community Centre
Present: Barbara Naylor, Derek Taylor, Steve Fuller, Graham Drummond, Liz Taylor, Roz Smith, Michael Philpott, Vicki Purbrick, Bev O’Neil

Public Session
Tanya Field from Headington Community Association wanted to discuss the Chronicle with the Parish Council. The overall opinion was that the Chronicle was covering too large an area and would be unable to contain everything that everyone wanted to cover. A meeting will be taking place shortly with Sarah Edwards to decide what the future will be for the Chronicle.







Declarations of Interest
Derek Taylor and Liz Taylor declared an interest in the planning application for 53 Collinwood Road.







Community Beat Police Officers Report
No report given.







To Confirm the Minutes of the Meeting held on the 6th December 2016.
The minutes were checked, amended and signed as accurate.








Matters Arising from the Minutes of 6th December.
Roz Smith reported that the Spring Clean 2017 Event has been booked for the Parish Council.
An update for the Noticeboards was mentioned. Derek Taylor reported that he was awaiting more information.





Play area reports
Steve Fuller is waiting for drier weather before applying more tape for the rope handles in Olive Jacks Play Area.






Community Safety Group
A meeting took place on the 14th December. Sergeant David Keith introduced himself to the group. Derek Taylor thanked the Police for attending the Fete and the Fireworks event. The local Fire Station reported that eleven incidents had taken place in Barton, Risinghurst and Sandhills.
Sergeant Keith wanted to remind people that if they required help they need to report issues using the 101 number.
Antisocial behaviour around Barton Community Centre has increased recently.

There are currently two vacancies for PCSO’s in the area.


Next meeting will be held in February.








To Receive Report from Outside Bodies

The City Council budget is out for consultation.


Investment into homelessness is being looked into as the usual budget for this area has received big financial cuts.
A local family has won a school transport appeal.
Line marking at the Roundway will be looked into shortly.
Resurfacing of several roads in the area is being discussed.
Fly tipping has increased within the area, so is currently being monitored.
Wychwood Foundation planning application was mentioned. It has had many comments made on line.
Nielsen’s have recently won their planning appeal. Objections made by Oxford County Council have now been met.

Discuss & Agree Cheques for Payment

The cheque list, bank reconciliation and Profit and Loss report were handed round to Councillors.


The bank balances were as follows:

The Chronicle
As per public session.
Bus Service Survey
This item was discussed at great length. The survey results were reviewed. It was decided to investigate further into a three month trial of the service. This will be advertised in the Chronicle.
Height Restriction Barrier
The Parish Council were happy with the additional answers provided. It was decided to go ahead with the barrier. This was proposed by Barbara Naylor and seconded by Derek Taylor. All Councillors unanimously agreed to go ahead with the purchase and installation.

Parish Precept
The email received from Adrian Wood (Oxford City Council) was read out to the Councillors. It was decided that, with up and coming tree work and new play equipment that is required within the Parish that the Council would ask for a 3% increase. This was proposed by Barbara Naylor and seconded by Steve Fuller. All Councillors unanimously agreed to the decision.
Parish Budget
The Clerk distributed an amended budget from last year for perusal. It was decided to make the following change: to increase the balance from £1,000 to £2,365 for Pavilion Maintenance. This was proposed by Steve Fuller and seconded by Barbara Naylor. All Councillors agreed to the decision.
Table Tennis Table
The cost for the new Table Tennis table would be £549.00 including delivery and VAT.

The base has already been completed. Peter Jacques said he would be happy to install it. This was proposed by Roz Smith and seconded by Derek Taylor. All Councillors unanimously agreed to the decision.


AOB
Trees along the Nielsen’s path need attention.
Oxford Fiddle Group will be doing a fund raising event at Quarry Village Hall on the 20th January, starting at 8.00 pm.
Meeting closed at 9.30 pm.
