Chief Accountant-USAID/Guinea 12/20/99–Present


  • Chief of the Accounting division for the USAID Mission in Conakry, Guinea. Directly responsible for managing the execution and oversight of Project Accounting for $26.529 million in program funds and Operating Expense (OE) Accounting for a budget of $2.85 million including regional support activities for a bi-lateral assistance program, Self-Help and Democracy & Human Rights Fund programs in Freetown, Sierra Leone totaling $28.312 million.

  • Manage an international team consisting of Accountants, Voucher Examiners, and Cash management operations.

  • Lead financial management staff providing instruction, guidance, and training as necessary for reviews and analysis of technical reports, budgets and financial administration.

  • Member of senior Foreign Service National (FSN) Management team at USAID/Guinea. Driven to address adequacy of internal controls, checks and balances, integration of planning and budgeting, adequacy of resources, and compliance with federal and agency policies and procedures.

  • Collaborate with international diplomatic delegations, foreign embassies, international vendors and non-governmental organizations to aid in the fiscal management of accounts payable operations.

  • Managed the daily Accounts payable operations of the Office of Financial Management (OFM) consisting of direct staff oversight and supervision, pre-certification for voucher payments, payroll management, cashier operations, project and operating expense payments, and month end closings.




  • Processed salary cost allocations, accounts payable invoices, including purchase orders, travel advances, and check requisitions. Worked with consultants, vendors and independent contractors to resolve problems and expedite payments. Oversaw monthly reconciliation of expenditure statements and made corrections (transfers) as appropriate. Directed reconciliation of final financial reports.
