National Library of Medicine Liaison Report

to ALA RUSA STARS ILL Committee

Annual Conference 2006

DOCLINE marches on

NLM celebrated DOCLINE’s 21st birthday on March 15 and then quickly resumed celebrating a few weeks later with the release of version 2.7 on March 28. This upgraded version of DOCLINE introduced routing by library group, borrowing by service level (e.g., rush and urgent patient care), limiting routing to EFTS participants, routing by multiple delivery methods, searching serial holdings by delivery method, and a new appearance and functionality for serial holdings searching.

The month of June brought new reasons to celebrate. As of this writing, we have two libraries using DOCLINE via the ISO ILL protocol and their ILLiad ILL management software. The libraries are the University of Hawaii at Manoa, which went live on 3/3/06 and Brigham Young University, which went live on 6/1/06. NLM is currently testing ISO communication with three other libraries, including two ILLiad users and one Relais Enterprise customer. The ISO-compatible version of DOCLINE has been successfully tested with four vendors: ILLiad, RLG ILL Manager, Relais International, and Fretwell-Downing’s VDX.
Version 2.8 is due to be released this summer and will include a number of Loansome Doc enhancements, such as: 1) the ability for a user to limit their search results to libraries serving public users; and 2) the ability of a Loansome Doc library to require an authorization code from users upon registration.

Electronic resources and delivery
On December 1, 2005, NLM began a pilot project with Wiley publications which grants our Interlibrary Loan Unit permission to fill requests by any delivery method, including electronic delivery, from the Cochrane Database of Systematic Reviews, one of medicine’s most frequently requested electronic publications. The ILL Unit has now completed the 6-month pilot project is compiling data regarding the number of ILL requests filled as well as the delivery methods used to provide those materials to the requesting library. Note: the information being supplied is aggregate data only; all information regarding requesting libraries and individual users is strictly confidential. NLM will share the aggregate data with Wiley as soon as the data are fully compiled and analyzed.

Statistical highlights for 1st half of FY2006

  • The Interlibrary Loan Unit received 171,487 ILL requests and filled 136,997 requests, 95% of which were filled within 8 hours.

  • The fill rate for ILL requests reached 80% for the fourth consecutive quarter.

  • 96% of all ILL articles were delivered electronically; mail delivery still accounts for 4% of all filled article requests.

  • The Onsite Access Unit processed 118,870 requests from Reading Room users for materials in NLM’s closed stacks and delivered them in an average of 25 minutes.

  • DOCLINE processed 1,215,331 requests system-wide, a decline of 6% from 1st half of FY2005.

  • Loansome Doc participants requested 284,662 documents system-wide, a decline of 22% from 1st half of FY2005.

Assistance to Libraries Impacted by Hurricanes Katrina and Rita
In its ongoing effort to assist those libraries in need, NLM continues to waive ILL charges for customers affected by Hurricanes Katrina and Rita. The Regional Medical Libraries in the South Central and Southeastern Atlantic regions identified 65 libraries that needed assistance either because of devastating losses to collections and staff; or because they are handling additional customers displaced from neighboring institutions which remain closed. To date, NLM has filled approximately 1500 requests at no charge to these institutions. NLM and the Regional Medical Libraries evaluate the situation each quarter to determine which libraries may need continued assistance.
