The national leader of Azerbaijan highly appreciated the role of women in all the periods   of 
his rule in the country: «The women are the pillar of our state, independence, of our present and 
future».
The problem of women hold one of the central places in the socio-economic policy of the 
President of the Republic of Azerbaijan Ilham Aliyev, worthy successor of Heydar Aliyev. This 
policy provides concrete and positive changes in the status of women in the society and family. 
As it was necessary to solve the problems of family and children together with those of women, 
President of the Republic of Azerbaijan issued a decree on February 6, 2006, on the institution of 
the State Committee on the Problems of Family, Women and Children.  
The Law on the Guarantees of Gender Equality adopted by the Parliament in December 2006, 
on the legislative initiative of the President of the Republic of Azerbaijan provides the increase 
of the role of women in family, state building, in the improvement of the system of protection of 
their legal, social and moral interests. 
One of the important measures implemented into life for improving the conditions of women 
is their employment. Thanks to the implementation of the State Program on Social-Economic 
Development of Regions signed by President Ilham Aliyev, over 800,000 jobs have been opened  
in the past six years. 
Under the direct control of President Ilham Aliyev a unique system of maintenance of families 
and women has been established in Azerbaijan. The system relies on real economic conditions and 
resources of the country. An addressed social policy is being implemented. 
The health of mothers and children is a signifi cant indicator of the level of social-economic 
welfare of the country. Protection of the gene pool depends on the health of mothers. Therefore, 
protection of the health of mothers and children is one of the main directions of the activity in the 
country. 
Today the Azerbaijani women play a special role in strengthening our state. Women are promoted 
to high positions, they actively participate in the public and political life of the country, including 
elections, activities of female NGOs, and demonstrate their civic positions. The activeness of 
women is increasing their role in the public, political, socio-economic, cultural and moral life of 
the country is growing signifi cantly. 
The activity of the Heydar Aliyev Foundation in this sphere should be underlined.  President 
of the Foundation, Goodwill Ambassador of UNESCO and ISESCO, member of the parliament 
Mehriban Aliyeva is an example for all the Azerbaijani women. The large-scale and useful activity 
of Mehriban Aliyeva is praiseworthy. Mehriban Aliyeva, who supervises the implementation of 
big projects in the spheres of education, medicine, culture and sports, always pays attention to the 
problems of women. 
On January 16, 2008 the Heydar Aliyev Foundation, the United Nations Population Fund and 
the State Committee on the problems of Family, Women and Children signed documents on a

joint project called «Violation against women in the 21
st
 century». The main goal of the project 
is to enlighten the population, to protect women and children from violence, to eliminate the 
stereotypes contradicting the traditional Azerbaijani family.  
When speaking about the women policy it is necessary to mention the activity of the State 
Committee on the Problems of Family, Women and Children, which is a an body of the central 
executive power and implements into life the national policy for family, women and children 
and regulates it. The Committee ensures human rights and freedoms, especially the rights of 
children and women, prevents the violence of their rights, implements into life the normative 
regulation in the relevant legislation, takes part in the development of the drafts of state programs, 
ensures the implementation of the state programs and development concepts into life within 
its competence capacity. Last year the Committee published a book titled «Heydar Aliyev and 
State Policy on Women». It included Heydar Aliyev`s meetings with women, his speeches and 
recommendations.
The state policy on women founded by the national leader Heydar Aliyev and  successfully 
pursued by President Ilham Aliyev is becoming a national strategy. The Azerbaijani women do the 
best for strengthening state. The Azerbaijani women take an active part in many spheres of life, 
including light industry, agriculture, transportation, construction, communications, education, 
sports, medicine, and culture. As President Ilham Aliyev said, «Hard work, wisdom, high culture 
and devotion to national values determine the position of the Azerbaijani women in the public 
life.»
The Book «In the Name of the Azerbaijani Woman» published by the Heydar Aliyev Heritage 
Research Center in Azerbaijani, Russian and English is a valuable publication. The Center has 
been presenting Heydar Aliyev`s rich heritage to the world readers in 35 languages for six years. 
As Heydar Aliyev`s heritage is a very source about the realities of Azerbaijan, the activity of the 
Center is praiseworthy. We hope that This Book will also win the sympathy of the readers like the 
previous publications.
