Mayor Bruce T. Lyon at Village Hall called this Regular Meeting of the Dolgeville Village Board of Trustees to order at 6:00 p.m. The Pledge of Allegiance recited.

Resolution # 93-2017 The following resolution offered by Trustee Maxwell sec. Trustee Reynolds. Ayes all.
Motion to appoint Richard Congdon as Police Sergeant permanent competitive status with a 6-month probationary period. Sec. Trustee Reynolds. Ayes all.

Resolution # 94-2017 The following resolution offered by Trustee Puznowski sec. Trustee Herringshaw. Ayes all.
RESOLVED, that the Clerk be and hereby authorized to sign the Abstract of Audited Vouchers from the following funds for the amount specified:

C.T. Male Chet Szymanski of C.T. Male came before the Board on the following:
FEMA Update Preconstruction meeting included questions for the emergency bypass pumps. Material deliveries will arrive in 1-2 weeks. Electrical contract waiting on controls and National Grid application approval, this could take up to 3 months.

Time Extension Request FEMA granted a time extension for the project until July 31, 2018.
Water Systems Roundtable

Discussion with

Congressional representative

Claudia Tenney Neal Winkler and Chet Szymanski met with Congresswoman Claudia Tenney and others at the Town of Trenton to discuss aging infrastructure and other concerns for our communities. Ms. Tenney will meet with the Town of Manheim regarding a water tank for the Herkimer County I.D.A. land.
Baillie Lumber

Timber Harvest Lukas Myers of Baillie Lumber came before the Board on the following:
Lukas has been working on the watershed property preparing for harvest. Lukas reported there is no evidence the previous contractor did anything and the Board/Attorney review contract and see if a refund is required.
Lukas presented a timber marking agreement to harvest property from Baillie Lumber. Baillie will start in October 2017 if the Board agrees to terms of contract.
Use of Village Premises Rachel Johnson came before the Board on the following:
Rachel works for Bridges Tobacco Prevention and needs office space for two days a week.
Village approved using space at Village Hall as needed.
Gehring Tricot

Land Purchase Request Gary Farquhar – VP of Manufacturing at Gehring Tricot came before the Board on the following:
Gehring Tricot purchased approximately 15 acres located on Sullivan Street. Tricot would like to purchase the railroad property that is between Gehring Tricot’s two properties and owned by the Village. Tricot submitted a map of the proposed acquisition for consideration.

Resolution # 95-2017 The following resolution offered by Trustee Reynolds sec. Trustee Maxwell. Ayes all.
Motion to approve a preliminary agreement to purchase requested property as submitted by Gehring Tricot pending survey, not needed for public purpose declaration, agreement to purchase and any other items as needed. Sec. Trustee Maxwell. Ayes all.

Department Heads
Water Plant Water Plant Operator Neal Winkler came before the Board on the following:
Reservoir Cleaning Bags ordered and the village will do the second reservoir cleaning Sept. 2nd.
Water Maintenance

Applications Neal and Ed will review applications and set up interviews.
NYSDOH Violation Village received a violation of Subpart 5-1 of the New York State Sanitary Code for the period of 4/1/17 – 6/30/17 compliance period – exceeding the maximum contaminant level for halo acetic acids (HAA5s) during the compliance period noted above based on the running annual average.

Village will send notices to residents before September 4, 2017 as required.
WWTP WWTP Chief Operator Edward Scharpou came before the Board on the following:
Higher that average rainfall 8.1” and Chlorine system failure.
WWTP Monthly Report By Trustee Maxwell

Motion to approve and place on file the August 21, 2017 WWTP report as submitted. Sec. Trustee Puznowski. Ayes all.
Police Department Police Sergeant Richard Congdon came before the Board on the following:
NYMIR Training Rich completed the NYMIR Distracted Driver Prevention/Traffic Signage Best Practices Seminar on August 14, 2017.
Yield Sign – Relocate Rich will contact NYSDOT to put the yield sign at the corner of North Main Street and West State Street back to its former location.

Motion to approve and place on file the August 21, 2017 Code Enforcement report as submitted. Sec. Trustee Maxwell. Ayes all.
D.P.W. D.P.W. Superintendent Scott Hongo came before the Board on the following:
Bobcat Bobcat is 11 yrs. old and Scott put $ 600.00 worth of time and repairs. Scott would like to use CHIPS money and replace the bobcat. If we use CHIPS money we have to keep 10 yrs., use state contract pricing we could purchase a new bobcat with a trade in allowance of $ 15,000 for ours for $ 28,000.00. The Board placed this purchase on hold.
Street Sweeper Street sweeper is in need of major repairs.
Paving East Spofford, South Second Street and Dolge Ave. Ext. roadwork.
Village Pavilion

Farmer’s Market The Farmer’s Market is moving to the Village Pavilion on South Helmer Avenue next year. The Village will start rehabilitation of the building.
Work Schedule Trustee Puznowski requested D.P.W. go back to 5 day work schedule.
Paver Complaint Complaint regarding uneven paver bricks on North Main Street near Chinese Restaurant and McLaughlin building.

Christmas Parade Request

Use of Village Premises The Dolgeville Christmas Parade Committee requests permission to host a parade on December 2, 2017 @ 5:00 p.m. and Plowe Park for ceremonies immediately following the parade.
By Trustee Reynolds

Motion granting permission to host parade and ceremonies as requested. The Village will get the tree and place at gazebo; the parade committee will be responsible for decorating. Sec. Trustee Herringshaw. Ayes all.


NYSDEC

National Flood Insurance

Program Site Visit NFIP Community Assistance Visit scheduled for September 6, 2017 @ 1:00 p.m. – Village Hall.
Village Insurance Policy Village received the annual insurance renewal policy effective September 1, 2017 – September 1, 2018.
NYSCDBG Grant

Proposal C.T. Male submitted a proposal to submit a CDBG and HOME program grant for the Village of Dolgeville in the amount of $ 4,500.00. The application deadline for submittal is September 22, 2017. The Village needs to update applicant surveys to ensure a large pool of potential participants and show need within the village. Village will contact C.T. Male with questions.

44 South Main Street Attorney waiting for quit claim deed from LLC owner.
26 Spencer Street Case dismissed.
