4.0 RESULTS-ORIENTED BUDGETING IN MOTION 13 4.1 Project Launch In September 2001, the Minister of Finance, in a widely covered international conference held in Egypt,
announced the launch of the PBB monitoring and evaluation program. The Minister communicated to the public
the various approaches to results-budgeting orientation adopted worldwide (e.g. whole-of government; sectorial;
or customer-oriented approaches) and relayed his vision and provisional implementation strategy that he hoped
would be realized in a collaborative manner with other potential pilot line ministries. He divulged the results of
the World Bank’s diagnostic mission and the road ahead for the necessary implementation of PBB monitoring
and evaluation in five pilot ministries at the initial stage of project implementation (Minister Hassanein, 2001).
Training efforts and awareness creation to ministries commenced at this stage.
4.2 Project Implementation In early 2002, the MOF was informed officially that the WB will avail technical support to assist the
government
’s
initiative in the review of public expenditures partly through the move to results-oriented
budgeting. Besides benefiting from international experience in the field, such an initiative would entail
developing an Egyptian model that would provide five pilots with the necessary technical support to
institutionalize a system of performance measurement monitoring and evaluation, and document the experience.
Rather than forcibly implementing the project across all ministries and governorates, a pilot approach was found
to be more appropriate. Such an approach would enable the necessary coaching required to support learning,
