COMPARISON IS MADE WITH TODAY'S PAPER CLIPS IN TERMS OF HOW
PRACTICAL THEY ARE.

"Nobody has a patent on the paper clip that most people use today." TRUE BECAUSE THE
PASSAGE SAYS: "The most common type of wire paper clip still in use, the Gem paper
clip, was never patented."

A The first paragraph describes current behaviour management methods, and the second
paragraph makes it clear that these methods are not working.
exacerbate = make problems worse (do more harm than good)
Here's why the other answers aren't suitable:
B - Paragraph 2 makes it clear that the current system is not working well. So no good
solutions are given.
C - The passage is about behaviour, not about the WHOLE education system. Nothing is
mentioned that suggests the whole system is in crisis.
D - Long terms goals are only mentioned as a small detail. This is not the topic of the whole
passage.
