Parliamentary Policies in the European Union:
Restructuring of the EU Parliament and Political Parties
The transition of the European Union economic intergration directly to a
political one means that the transfer of power from the EU high authorities to
its people becomes inevitable. The representation of the peoples of Europe
in the Parliament is, no doubt, important, but because of its limited nature,
it led to the emergence of the “democratic crisis”. The appointment of their
representatives by the EU Member States to the European Parliament during
the process of economic integration has weakened the Parliament. The EU
authorized officials were certainly aware of the fact that the Parliament which
was formed through direct elections would have had more (popular) power.
After the first direct elections having been held in 1979, the representatives
elected by the people of Europe found themselves in EU leadership positions. It
has been agreed that from the beginning of implementation of the first direct
elections in 1979, political groups would be the main levers of the political
parties in Europe. Because of the EU’s institutional dynamics, and particularly
because of the fact that the EP does not have authority of supervision over the
executive body responsible for the presentation of the reports on democracy,
and also regarding the conduct of political groups in the elections and the
occurance of the ideological personalities, there is still a big question mark
as to whether the genuine European parties will be founded or not. However
, it seems that the creation of a party system in the framework of the EP, the
core of which consists of a two group system, has already taken place. From
