Investment in People: Past and Future
Azerbaijani transcript:
A: O demək di ki... o Avropa, Amerika dövlətləri bizim Azərbaycana üçüncü dünya
dövləti kimi...
B: Üçüncü baxsa iyidir. Bizim elə aqibətimiz bəlli deyil. Azərbaycan dövlətçiliyi qoraya
biləcək, goraya bilmiyəcək. Yəni, deyək ki, Rusiya mperiya zamanı, 19-cı yüz illiyin
sonunda, 20-ci yüz illiyin... hələ Azərbaycan heç yox idi. Ancaq Bakı quberniyası, Gəncə
quberniyası, Elizavet quberniyası, sonra Naxçıvan quberniyası, böylə idi. Erevan
quberniyası. Bu şəkildə torpağlar paylanmışdılar. Ona baxmayaram mən... Nobel kimi,
Azərbaycanda o para gəlir və millət onu görmür.
dənə təzə kostyum ala bilirdi, importnı, o idi, fakir
isə gedirdi Bakıda kostyum alırdı,
maşını yox idi, velosipedı var idi, amma eyni tükandan çörək alırdılar, eyni bazardan ət
alırdılar, maqazinə gedirdilər eyni, eyni sinemaya gedirdilər, eyni teartra gedirdilər, və bir
blokda olurdular, qonşudular, qapı qapı. Bu gün fərq o gədər böyükdür ki, orta təbədə
məhv olub. Otra təbədə məhv olan dövlətlərdə inkişaf olmaz. Yəni bu gün doktor, yəni
həkim, mühəndiz, müəllim, çox aşağı səviyyədir. Onlar orta təbədədir. Onlar millətin orta
təbədəsi, orta təbədə, yəni özünü dolandıra bilən, inkişaf elə bilən, ailəsini dolandıra
bilən, böyle ixtisaslı adamlar Azərbaycanda məhv olur və onların dirçəlməyi üçün heç bir
şey yapılmır.
English translation:
A: It means that... European, American countries, look at our Azerbaijan as a third
world...
B: It would be good if they looked as a third. Our future is not so clear. Could Azerbaijan
defend it’s statehood, or could it not? Meaning, let’s say, during the Russian Empire, at
the end of 19th century, 20th century... there was no Azerbaijan yet. There were only
Baki province, Gandja province, Elizabeth province, then Nakchivan province. That’s
how it was. Erevan province. The lands were distributed in this way. Regardless to that,
I... millionaires like Nobel, Rodshidt, when they came to Baki and invested the money,
that money, that money reached Azerbaijan, population of Baki. In what way? There
were aghsakkals

of Baki, Hadji Zeynalabdin Tagiyev, Musa Nagiyev, then Murtuza
Mukhtarov and others. In the Duma, at the time they forced... the head of Baki at the time
there was a man, who was linked to the Russian Empire, they forced them, for part of his
money to be alocated to Baki architecture, education expeses of the people in Baki and
people... those uneducated people, Hadji, Musa Nagiyev, Murtuza Muxtarov. I mean they
weren’t highly educated people, but they were able to take that money from them and
educate the people in Italy, France, Sorbonne, in the biggest universities. Then, the
architecture of the boulevard, all those beautiful old architectual buildings in Baki, they
were made at that time. Let’s say, the Saadat Palace, Murtuza Mukhtarov’s house, or
today’s old Academy building, the Ismailliya building, all the old buildings were made
back then. Meaning it doesn’t depend on the investments, it depends on the people. You
see, meaning complete capitalism... in feudal Russian Empire that money worked more
for us than in today’s independent Azerbaijan, where the money comes and the people
don’t see it. The people dreamed a lot for that money... buildings are getting built, but
poor people are the same as they were before. Some people have five, ten buildings, not
apartments, buildings, but poor people don’t even have _____. People in the region of
Garadagh wait in line, get a half piece of factory bread and write in the notebook there
that, when they get a pension they could give those two shirvans
2
. Meaning, the
inequality has increased so much that, Soviets had this one thing that between very rich
and very poor person, the difference was very small. What did it mean to be rich, that
person bought different furniture, had one car, Jiguli, he could buy one new suit,
imported, it was that, instead the poor person bought the suit in Baki, didn’t have a car,
had a bicycle, but they both bought bread from the same store, bought meat from the
same bazaar, went to the same store, went to the same cinema, went to the same theater,
and lived on the same block, door to door. Today, the difference is so big that the middle
class has been destroyed. There could not be development in a country with a destroyed
middle class. That is to say, today, doctor, engineer, teacher, it’s a very low level. They
are middle class. They are the middle class of the population, meaning people who can
support themsleves, who can develop, who can support their family, people with these
professions are getting destroyed in Azerbaijan and nothing is being done for their
rejuvenation.
1

2
shirvan = 1 shirvan is 10, 000 manat.
