Instructions to Bidders
Please read the instructions given below carefully before submitting your offer:

1. 
   This is only a tender inquiry, not an order.
   

2. 
   Before Submitting the Tender, Bidder is advised to understand the scope of the job and in their own interest shall visit and examine the PRPS location/s and Area of Operation of the vehicles and satisfy themselves as to the nature of the existing roads/conditions etc. and familiarise themselves with the location/ the job Scope and the parameters at their own cost and with prior intimation to HPCL.
   

3. 
   Bidder is advised to go through the Tender documents carefully and complete the bids as advised in the documents. All information as advised should be provided completely. Bidder is advised to go through the contents of the Bid documents and Bid Evaluation Criteria and carefully provide the details as required therein as per instructions given.
   

4. 
   No prices shall be quoted in the JDE format of the “Un-priced/Technical bid” or any of the attachments of the Un-Priced Bid, and if found quoted, bid is liable for rejection.
   

Please quote Rate of Current Service Tax chargeable/applicable on the quoted unit Prices in the Space designated as “Extras” in the Un-Priced Bid. Service Tax shall be payable on presenting proof of having incurred such payment only and for the items on which it is applicable as per service tax rules. In case of Bidder specifying any Lower rate of Service Tax than the normal Service tax rate available due to abatements etc., the Bidder should clearly provide details of the Services heading under which the abatement is mentioned.

5. 
   All fill-up spaces in the Un-Priced/technical bid should be clearly filled as appropriate.
   

6. 
   Please quote rate in the “Priced bid” Format only and for units mentioned.
   

7. 
   Quotation type written or written in ink must be legible and or without any overwriting & Correction. If at all, any changes are made by correction, strike the main quote and substitute by fresh entry and the same must be duly signed and stamped to avoid rejection of offer. Bidder is also advised to ensure that all pages of the bid documents are complete in all aspects as stipulated in the tender with attachments. Omission/ non-inclusion of any or part of bid document is liable for rejection.

Instructions to Bidders

8. 
   The tendered/Ordered quantities are indicative and approximate and same may vary as per requirement of HPCL during tendering, at the time of placement of PO or after placement of PO. Also the above services in full or in Part may be sought in phased manner at discretion of HPCL even after placement of PO. Payment shall be made for actual certified quantities within the required quantities only. HPCL reserves the right to take partial quantities/Place PO for Partial Quantities and/or foreclose/short close the order. No claims shall be entertained by HPCL on this account, whatsoever, at a later date.
   

9. 
   Quotation received after the stipulated bid due date, due to any reason, will not be considered.
   

10. 
    HPCL reserves the right to reject all or any part thereof of the bid.
    

11. 
    Our Payment Terms are 15 days from receipt of bills/running bills certified by the In-Charge (MRR) along with proof of delivery to HPCL, unless otherwise specified. Partial payment will be allowed as per Bid documents. Quotations stipulating advances/payment terms not meeting as per HPCL schedule of Payment is liable for rejection.
    

12. 
    If the goods / services ordered are not provided by the delivery date specified, HPCL may cancel the requested services without prejudice. All costs and expenses, if any, resulting from cancellation of the services, shall be to the Bidder’s account.
    

13. 
    Our terms on validity of offer are 90 days from the initial or extended due date for submission of tender whichever is later, which is to be noted. Bidders will confirm validity extension if the due date is extended for whatever reasons.
    

14. 
    If not interested in quoting, please return this tender bid document with a regret letter giving reasons thereof on bidder’s firm’s letter head.
    

15. 
    Please sign & put seal on all the pages of the entire bid documents and shall submit the same before the due date and time . Bidders desiring to have copy of the tender set may have to make their own arrangement for copies at their end. Original Tender document shall be submitted before the due date. Photocopy of the bid for submission shall not be accepted at any cost.

    All the pages of the tender are to be duly signed and stamped.

    The tender is to be submitted in two bids 3 envelopes as below:
    

I. EMD Envelop / EMD instrument

The EMD instrument shall be submitted in the separate envelop provided, sealed and marked "EMD Envelope” apart from the Unpriced/Priced Bid Envelops.
EMD Envelope shall contain the following: (EMD Envelop*)
EMD Envelop must contain:-
EMD Instrument in form of an account Payee DD/BG of a Nationalised Bank/ Schedule Bank only (Other than Cooperative Banks) in favour of Hindustan Petroleum Corporation Limited Payable at Mundra for Rs. 1,00,000/- Only (Rs. One Lakh Only).
Tenders/Offers received without Proper Earnest Money Deposit will be rejected.
If the EMD is not submitted in separate envelope, such bids will not be considered.
If the EMD is not in line with the amount called for, the EMD as well as the Unpriced/priced Bids will be returned unopened to the tenderer.

II. Envelop A: Un-Priced Bid
The UN-PRICED bid shall be submitted in the separate envelop provided, sealed and marked "UNPRICED BID" – Envelop A.
UN-PRICED BID" shall contain the following: (Envelope A)*
All pages stamped and signed, as an acceptance to the terms and conditions. Please check thoroughly for Signatures and inclusion of all pages (attachments) before dispatching the completed responses. HPCL reserves the right to seek clarifications, if any, in this regard from the bidders.
In case of any deviation taken to the tender, Schedule of Rates / Quantities etc: The same to be indicated in the Un-priced bid, failing which your bid shall be liable for rejection.
No prices to be indicated anywhere on this portion of the Bid. In the event of the bidder indicating the prices anywhere in the Un-priced bid their bid shall be liable for rejection.
III. Envelop B: Priced Bid
The priced bid shall be submitted in the separate envelop provided, sealed and marked "PRICED BID" – Envelop B.
PRICED BID" shall contain only the following; (Envelop B)*
The rates must be quoted in Schedule of Rate (JDE Priced Bid format) only.

IV. Master Envelop
The Three Envelopes containing the “EMD” (EMD Envelope*), "UN-PRICED BID"(Envelope A)* and the "PRICED BID"(Envelop B)* shall be submitted in a separate envelope, (Master Envelope) , duly sealed, subscribing “Supply of Vehicles on Hired Basis – Palanpur”- Tender No.9000033 -HB-10135” and shall be addressed to Manager – Purchase, Hindustan Petroleum Corporation Limited, Mundra Dispatch & Pumping Station, Mundra Delhi Pipeline, Old Mundra Port Road, Mundra-Kutch.     Duly filled and signed offers should reach us on or before the due date and time.

    Tenders received after the stipulated date and time for receipt of the tenders, due to any reasons, whatsoever, will not be considered.

    HPCL shall not be responsible for any delay/ late receipt of bids for whatever reasons.
    

22. 
    Please Note Registered A.D. / Speed Post by Government Postal Authorities does not deliver to Mundra Dispatch & Pumping Station, Mundra.

    Bidders are advised to ensure by themselves the submission of Sealed Tender documents to Mundra Dispatch & Pumping Station, Mundra by the due date and time as specified in the Bid in the Tender Box by Hand delivery/courier at their risks.

    EMD envelope will be opened in the presence of attending bidders at 4.00 P.M. on the due date or extended due date & upon verification, Un-priced bid will be opened on same day.

    Priced Bids will be opened in the presence of the qualified bidders date and time of which will be advised later.

    Bidders are advised to Provide Fax Number/E-mail address for intimation & clarifications, if any required during evaluation/ processing, in case they are unable to participate for Unpriced bid opening.

Bid Evaluation Criteria
Please read the instructions given below carefully before submitting your offer:

1. 
   In case of any error in calculations, amount will be calculated basis quantity X unit rate. Unit rate will be considered for all evaluation. Evaluation of the offer will be done on overall lowest basis and Order will be placed on overall lowest basis. When there is a difference between the rates in figures and words, the rate which corresponds to the amount written in words shall be taken as correct and bids shall be evaluated accordingly.
   
2. 
   HPCL reserves the right to take a view in case of arithmetical calculation errors in the lowest and Technically/Commercially acceptable offer. HPCL also reserves the right to seek clarifications on add on elements from the bidder.
   
3. 
   HPCL reserves the right to split the quantities and place order on one or more parties and the decision of HPCL shall be final and binding on this.
   
4. 
   Bidders’ Bids shall be considered non-responsive and rejected, if deviations are taken to the under mentioned provisions of the Bid documents by the bidder:

Declarations/INFORMATION TO BE FURNISHED BY THE TENDERERS Ascertaining Technical Suitability/competency for smooth execution of Services
A. Declaration/ Undertaking for Providing Vehicles as per contract terms:

We declare that In the event of the order being awarded to us, we undertake to comply with the tender terms in toto and undertake to provide Models of Vehicles of January 2008 or later. We undertake to provide the Vehicles as per the Specifications mentioned in the tender terms i.e. as per Specifications of the vehicles as given in the Scope of Job and Technical terms of tender document and in Detailed item Description/Specifications. We further undertake that we have understood and shall comply with the tender terms and conditions and in the event of our non-compliance with any of the terms; HPCL shall reserve the right to cancel the order without any liabilities on our part.

B. Declaration/ Undertaking for Providing Commercial Driving License to Drivers engaged for execution of Services under contract.

We declare that in event of award of contract to us we shall provide services of qualified, competent & experienced drivers and shall ensure to provide Commercial Vehicle Driving License to the Drivers in the event of award of contract. We further undertake to get all such drivers subjected to periodic skill tests as decided by the Incharge and in case of disclosure of incompetence to handle the job, the same shall be replaced with immediate effect as per the terms. We shall also ensure to avoid frequent turn around of the Drivers for smooth execution of the contract.

C. Declaration from the Bidder regarding Black listing/ Holiday listing status of their Firm:

We declare that our firm has not been Black-Listed/ Put on Holiday Listing Since April 2004 by any of the Government Departments/ Companies.
