COMMUNITY PRESERVATION COMMITTEE

MEETING

March 17, 2010
MEMBERS PRESENT: Paul Terrio Clerk, Cyndi Andrade Chair, Betsey Whitney, Tom Terpstra, Betsy Pyne Vice Chair,
MEMBERS ABSENT: David Lutes, Andrea Langhauser, Peg Drisko-Johnson, Precinct 2 Member

OLD BUSINESS
FALES MEMORIAL PARK – Barbara Bartholomew

Barbara Bartholomew addressed the committee regarding options for the Fales Park

Memorial board. A final map was presented to committee. Five templates were

available for viewing. They can be customized. (layout, colors etc) Two options for the

narrative regarding Fales Park are available. One is 300 word paragraph, the other is a

chronological list by date. Barbara is waiting for the county engineers to survey the

parcel of land.

MATT NOISEUX

Matt introduced himself and expressed his interest in representing Precinct. He will be submitting a letter of intent to the Board of Selectmen. Matt grew up in Scituate, Massachusetts.

He discussed the changes that have taken place in that community and how involvement by the residents is important. Very much interested in being a member of committee.
BEALS & THOMAS, INC

David LaPointe and Robert Weidknecht were both present and thanked the committee members for selecting Beals and Thomas to perform the feasibility study on the Town Landfill.



Kick off Meeting

Interested in determining how the committee would like them to proceed and to determine a time line for the study.

The committee is looking for an over all study of the area.

Unorganized recreational area

(Dog Park, community garden, hiking skiing, sledding, and non competitive ball fields etc)

Arial Photograph of the area was available

Determined ownership of each parcel

Solar array area is being reviewed.

Will be researching MA GIS

Natural Heritage and Endangered Species

Determine target areas

Status of the rail bed? Has it been abandoned?

Are the power lines private property?

ADA Compliance issues will be addressed

Chair Cyndi Andrade will draft abutters’ letter regarding activity at landfill and feasibility study. (Pin Oaks, DiPlacido Development and Heidi Cronin)

Rail bed would be perfect for use by bicyclists and senior walkers – well established trail.

It was determined that Misty Meadow will be discussed at the April 21, 2010 Meeting, due to missing CPC Members.

TOWN POND

Tom Terpstra has been in contact with both Butch and Lowell Robinson. A preliminary plan has been determined. He will be speaking with Anne Proto. The Town Pond Project is slow but progressing forward.


Next meeting is scheduled for April 21, 2010 @ 7:30 Norfolk Town Hall Room 124 This is a Public Hearing Meeting for town meeting warrant articles.

Betsy Pyne makes a motion to adjourn

Motion was seconded by Betsey Whitney
