The EMMA Quick Guide for PCOLS Users provides information pertaining to the Enterprise Monitoring and Management of Accounts (EMMA) application, specific to users of the PCOLS suite of applications. Instructions for using EMMA can be found in the EMMA Application User Manual.

Hierarchical Structure of EMMA

The EMMA system was set up with a hierarchical structure. Each role has specific permissions assigned to them − users are only able to provision the role and create or modify organizations directly below their own level. The following chart depicts a high-level description of the PCOL’s role hierarchy within EMMA.




EMMA Users

The following table delineates the PCOLS users of EMMA as well as application business rules for each role. The table will clearly delineate what functions you are allowed to perform within EMMA.

The following list provides details to the functionality of each role within the AIM application.



Note: If a role is not listed below, they cannot access and have no functionality within AIM.

A/OPC

  • Can initiate a new Managing or Cardholder Account Request

  • Must approve all account requests prior to bank submittal

  • Updates training dates

A/BO Supervisor

  • No direct access to EMMA – limited to redeeming the email token sent from the A/OPC

  • Initiates new Managing Account requests

  • Approves the Resource Manager nomination made by the Approving/Billing Official

  • May approve Cardholder requests if the primary Approving/Billing Official is the same person as the Cardholder Supervisor

A/BO Pool

  • No direct access to EMMA – limited to redeeming the email token sent from the A/OPC

  • Accepts nomination for Managing Accounts

  • Primary Approving/Billing Official nominates Resource Manager for Managing Accounts

  • Initiates new Cardholder Account requests

Cardholders Supervisor

  • No direct access to EMMA – limited to redeeming the email token sent from the A/OPC

  • AIM – Approves Cardholder Account request if not acting as the primary Approving/Billing Official pool member

Cardholder

Resource Manager and Resource Manager Pool

  • Accepts nomination for Managing Accounts

  • Allocates Lines of Accounting and ensures adequate funding

Definition of Roles in Terms of Specific PCOLS Users

A/OPC

The A/OPC role is set up as a group of users within the same organization who have access to perform the same functions on the same requests/transactions. All users assigned as an A/OPC are provisioned by the A/OPC Supervisor and have access to the same functions within EMMA. When one A/OPC acts upon a request in their AIM Task Inbox, the task will be removed from all A/OPCs’ Task Inboxes.



A/BO Supervisor

The A/BO Supervisor role is set up as a group of users within the same organization who have access to perform the same functions on the same requests/transactions. Within AIM, one A/BO Supervisor will be listed as the Primary A/BO Supervisor, but all A/BO Supervisors within the same organization are able to act upon a request. When one A/BO Supervisor acts upon a request in their Task Inbox, the task will be removed from all A/BO Supervisors’ Task Inboxes. A/BO Supervisors are provisioned by the A/OPC and are not users of EMMA.



A/BO Pool

The A/BO Pool is a group of users within the same organization who have access to perform the same functions on the same requests/transactions. Within AIM, a Primary A/BO will be assigned to the account with the option to select Alternate A/BOs, who are also able to act upon a request. When one A/BO acts upon a request in their Task Inbox, the task will be removed from all associated A/BOs’ Task Inboxes. A/BOs are provisioned by the A/OPC and are not users of EMMA.



RM Pool

All users provisioned in EMMA as Installation RM or RM Pool members are available for assignment as the Resource Manager of a Managing Account. Once an RM is assigned to a Managing Account, any actions which are available to the RM Pool will be available to any provisioned Installation RM or RM pool member within the assigned RM’s organization.


Redeeming a Token and Logging On

PCOLS users do NOT have the option to redeem a token or log on the EMMA using a Person ID. The PCOLS suite of applications requires CAC logon; therefore, access to EMMA must be obtained using a CAC.


Permissions

PCOLS users do not have permissions available to them.
