Professional background
Professor Nataliya Nizova (Kyiv, Ukraine), Director of the State institution “Ukrainian Center for
Socially Dangerous Disease Control of the Ministry of Health of Ukraine” (UCDC). Foundation in
2012 and activities of UCDC are directly related to the strategic vision of the "Health 2020”
program, implemented by the European Regional WHO Office. UCDC is developing as the
National Center for situation analysis in public health to make reasonable policy decisions on a
wide range of diseases and the factors influencing their distribution. At present UCDC is the
leading institution that performs state policy and measures in response to HIV/AIDS and TB in
Ukraine.
UCDC, headed by Professor Nataliya Nizova had been the Principal Recipient of the Global Fund
Grant Program Round 10 since 2012 and Round 9 since 2013 and is planned to develop into the
united Center for communicable and non-communicable diseases in Ukraine. She, as UCDC
Director, is a member of National Council on TB and HIV-infection, Ukraine’s coordinating
mechanism on socially dangerous diseases.
Having a background in Medicine she holds Doctor Diploma in obstetrics and gynecology.
Nataliya became one of the first ones in Ukraine to implement evidence-based practices in
public health, care services and healthcare schemes for most-at-risks populations, including
people in detention facilities.
She performs academic practice as a Head of Clinic of Obstetrics and Gynecology, Dean and
then Vice-rector of Odessa State Medical University of postgraduate education and visiting
Professor at School of Healthcare, National University “Kyiv-Mohyla academy”. Among her
scientific interests are prevention of mother-to-child transmission, reproductive health care
and family planning, public health. Nataliya contributed greatly to the development of
Ukrainian National Family planning and Reproductive health Programs 2000-2005, 2006-2009
and HIV/AIDS Programs of 2009–2013 and 2014-2018.
In 1999 Professor N. Nizova had founded NGO “Women. Health. Longevity” in Odesa, Ukraine,
region with one of the highest burden of HIV-infection, which still plays leading role on
promotion of healthy lifestyle, raising awareness and prevention of HIV/AIDS in the area.
Professor N. Nizova is acknowledged expert in healthcare, social management, policy
development and quality assurance both nationally and internationally. Previously she was
constantly involved in various projects held by American Health Alliance, Inc. (AIHA), USAID |
HIV/AIDS Service Capacity Development Project in Ukraine, UNICEF programs devoted to
“Mother to child HIV transmission prevention”. Since 2011 she is invited to serve as an expert
member of WHO European Bureau expert group on the diagnosis and treatment of HIV,
monitoring and evaluation, prevention of mother-to-child transmission, and others.
She is a member of number of state councils and expert groups of Ministry of Health of
Ukraine.
Nataliya has well-established relationships with Global Fund. At the 22-nd GF Board meeting
she was elected as a member of GF Comprehensive Reform Working Group, (December 2010 —
may 2011). Prof. Nizova also represents Ukraine in Constituency countries of Eastern Europe
and Central Asia for GF.
Professor Nataliya Nizova is the author of over 500 scientific studies, a regular participant of
world and European conventions on public health and combating socially dangerous diseases.
She has represented Ukraine as part of official delegations at the highest level forums: the UN
General Assembly (2011), the Assembly of the WHO (2013), the Global Fund Board meetings
(2010-2014). Since 2000 – regular participant of international congresses and meetings in the
field of combating HIV/AIDS and TB.
Professor N.Nizova is fluent in Ukrainian, English and Russian languages.
