COASTAL PLAIN LEPC GENERAL MEETING

July 20, 2017

I. Call to Order/Approval of Minutes: The meeting was held in Sinton, Texas at the San Patricio County Civic Center. President Brandon Luttrell called the meeting to order at 1:37 p.m. He welcomed everyone and thanked them for being in attendance. He gave everyone a few minutes to read over the May General Meeting minutes and the July 18 Special Board Meeting. Danielle Hale said on the Special Board Meeting minutes under II. Organizational Issues, midway down if reads “The Port feels our LEPC should be more proactive in getting the message out to the people”. She said the Port is asking this LEPC to consider being involved not that it is mandatory. She would like it to read a little nicer. Brandon said corrections to the minutes will be made to soften that up. He asked if there was a motion to approve the minutes and Leroy Moody made a motion to approve the May General Meeting minutes and July Special Board Meeting minutes and it was 2nd by Rick Ott and the motion carried.

II. Financial Report: Ski said there is $33,440.24 in the bank. He said last month we received a $5,000.00 contribution from Cheniere LNG and a $5,000.00 contribution from the Port of Corpus. So we are doing well. Brandon said our LEPC is an unfunded mandate and we rely on our industry partners for support. Your contributions are what makes our LEPC possible. We appreciate your continued support.

III. Subcommittee Reports:

  1. CommunicationsLeroy Moody – If they could keep the T1’s up he would be fine.

  2. Exercise & DesignRickey McLester Jr.Active Shooter classes were held for the Aransas Pass School District and it was successful. RJ Thomas said they were held at four different campuses and it was a two-hour tabletop for each school. We now have an outline for these classes and they could be adapted to fit any group. If you are interested in hosting these classes get with him and he can help with that. Rick McLester said kudos to RJ and his staff for doing the classes. RJ said next year the state will be doing an Evacuation Exercise in this region and their first planning meeting will be in August. The state is planning this exercise but not alone. Our planning team will be on the state team. We are looking at areas to be involved. We are going to really put people on buses and send to the shelters in San Antonio. They will spend the night at the Lions Camp. Ski said San Patricio County people will go to Kerrville. Some more discussion followed. Brandon said it might be a good idea to have another Communications Exercise before the state drill next year.

  3. Fire Chiefs – William Cox – was not present. Lyle Lombard said they did not have a meeting this month but they did have a small group last month. Remind everyone to get the chiefs to these meetings. We need to do more drills and work together and not worry about boundary lines. Rick McLester said he would like to address the industry folks to tell their fire people about Lyles group so they can start attending. Lyle said call him and he will get you on the meeting notice list. Steve Loving said the next Fire Chiefs meeting will be next Tuesday at Butter Churn Restaurant.

  4. Hazard Analysis & VulnerabilityRick McLester – said the Emergency Managers are working to get their Mitigation Action Plans (MAP) completed. They are due to the state by September 1st for Aransas County. He said Aransas County’s is coming into place and should be finalized soon. Mattie Atkinson said San Patricio County is on schedule with their MAP and their next meeting is in October. Bob Blaschke said Refugio County’s is all done. Each county had a different start and end date.

  5. Health & MedicalStefani Steel – have been doing Stop the Bleed classes and if you want or need these classes get with her and she will come to your facility to do classes. Mattie Atkinson said she took the class at the TDEM Conference and if you do not like the sight of blood or putting your finger in a bloody wound this class might not be for you but it is a very informative class. Clara Reider said San Patricio County hosted Stop the Bleed Classes and twenty county employees got certified and two citizens as well.

  6. Public Information & AwarenessRicardo Ortiz – was not present. Brandon said LEPC Board Members met Tuesday to discuss communications with the community. They were approached by the Port of Corpus Christi about this. With growing Industry in the Portland area they feel there is a need to communicate more effectively and improve communication with the community. At the Special Board meeting it was decided to put this task under the Shelter in Place Subcommittee with Ricardo Ortiz in charge. Brandon said he understands the Mayors from Gregory and Portland want to be a part of that subcommittee. Brandon then asked Missy Beck if she had something to present. Missy said at the last general meeting the LEPC approved the purchase of Safety Whistles with the LEPC logo on them for advertisement. Rick McLester said whatever we can do to promote ourselves is good. Ski said in the past we have done pencils, coloring books, and coffee mugs. Brandon said if anyone has any ideas on other advertisement ideas to let us know. Missy handed out small bags of whistles to all present. She then said if your bag has a label on it that is upside down please raise your hand. Dale Wells from the City of Aransas Pass raised his hand and Missy gave him a prize of a bag of safety supplies. 7. Resource & FundingRick Ott – said he had nothing to report. 8. Training William Zagorski – said nothing major coming up except a few classes. The scholarship deadline for the Hotzone Conference has closed.




  1. Action Items: There were no Action Items.




  1. Special Topics: Brandon said the LEPC received a letter from Dr. Mobley about citizens in San Patricio County expressing their concern over possible health effects of industrial expansion. He is suggesting the LEPC do monitoring for air, soil and water in these areas. Our LEPC does not feel that it falls under our group. Not that it is not important but it is something that is done by the Texas Commission on Environmental Quality (TCEQ). John Metz said he would like to thank the LEPC for supporting him and providing lunch for his National Weather Service Hurricane Workshop in Portland last month. He would also like to thank Missy Beck for all her help.




  1. Next Meeting Schedule: The next LEPC meeting will be September 21, 2017 at 1:30 pm.

  1. Adjourn: Brandon thanked everyone for coming and he thanked Industry for their continued support. With no further business Leroy Moody made a motion to adjourn the meeting and it was 2nd by Stefani Steel. Brandon adjourned the meeting at 2:20 p.m.
