Martin Township Board Meeting

June 11, 2014

Called to order at 6:30 p.m.

Pledge of Allegiance

Roll Call: Tiemeyer, Leep, Brenner, Sipple and Coburn present.
Motion by Brenner, supported by Sipple to approve the minutes from the previous meetings on May 14, 2014, May 28, 2014 and May 29, 2014. Motion carried unanimously.
Motion by Brenner, supported by Sipple, to approve the payment of bills as presented. Motion carried unanimously.
Motion by Sipple, supported by Brenner to approve the treasurer’s report as presented. Motion carried unanimously.
Don Black, County Commissioner presented a synopsis of county business.
Stuart Peet presented a report from Wayland Area Emergency Medical Services.
The Board discussed veteran plaques that are being ordered for Veterans and being placed on foundations.
Schipper presented a fire department report.
Schipper announced that the Fire Department is applying for a DNR grant this year. Motion by Sipple, supported by Brenner to approve applying for the DNR grant. Motion carried unanimously.
Diane Gilson presented a report on Library business.
G. Leep met and discussed the Memorial Park trees with Brinkuis. The Village will take care of the trees.
New Business:
Coburn presented Sherry Burd, Martin Township Assessor’s contract for 2014/2015. Burd requested a 2% increase in salary. Motion by Tiemeyer, supported by Brenner to approve the contract presented from Sherry Burd as Martin Township’s Assessor. Motion carried unanimously.
Coburn presented the Township Budget for approval. The Board reviewed the Township General Fund, Road, Fire, and Library Budget. The Board edited the Assessor’s Salary and Conference / Training in the Township General Fund Budget. Martin Township’s budget is based upon the following millages:

Operating Millage – 0.8629

Road – 3.9976

Fire – 1.000

Motion by Sipple, supported by Brenner to approve Martin Township’s Budget as presented for 2014/2015 with the millages presented. Roll Call Vote. All Ayes. Motion carried unanimously.
Fire Chief:

Motion by Tiemeyer, supported by Sipple to appoint John Schipper as Fire Chief for 2014/2015. Motion carried unanimously.


Fire Officers:

Motion by Sipple, supported by Brenner to appoint the following as Officers for 2014/2015:

Cory Coburn – Assistant Chief

Josh Cole – Captain

Vonda Evers – Lieutenant / Secretary

Jon VanPutten – Lieutenant

Ron VandenBerg – Lieutenant

Motion carried unanimously.


Township Meeting Dates:

Motion by Brenner, supported by Sipple to approve the meetings for 2014/2015 as presented. Motion carried unanimously.


Township Attorney:

Motion by Sipple, supported by Brenner to approve Jeff Sluggett from Bloom, Sluggett, & Morgan as Martin Township’s Attorney for 2014/2015. Motion carried unanimously.


Township Auditor:

Motion by Brenner, supported by Sipple to approve Peter Haefner from Vredeveld Haefner as Martin Township’s Auditor for 2014/2015. Motion carried unanimously.


Township Bank:

Motion by Tiemeyer, supported by Sipple to approve United Bank as Martin Township’s Bank for 2014/2015. Motion carried unanimously.


Township Assessor:

Motion by Sipple, supported by Brenner to approve Sherry Burd as Martin Township’s Assessor for 2014/2015. Motion carried unanimously.


Schipper presented an Intergovernmental Fire Protection Mutual Aid Agreement with Gun Plain Township for approval. Motion by Brenner, supported by Tiemeyer to approve the Intergovernmental Fire Protection Mutual Aid Agreement presented with Gun Plain Township. Motion carried unanimously.

Old Business:
Coburn began discussion on the Outdoor Gathering Ordinance. US 131 Motorsports Park presented the $100,000 bond requirement in cash this year. Motion by G. Leep, supported by Sipple to approve the $100,000 cash in lieu of the bond for expenses for the Outdoor Gathering Ordinance for June 7 & 8, 2014. Motion carried unanimously.
The Board discussed financing for the rescue truck the Fire Department presented at the Budget Workshop last month. Tiemeyer will contact United Bank along with other possible financing options and will research installment purchase requirements and will report at the July Board meeting.
Supervisor: G. Leep reported on PCI civil infractions.
Clerk: None
Treasurer: Tiemeyer requested the Board approve a 3% penalty charge if delinquent and a 1% interest charge per month for tax collection. Motion by Sipple, supported by Brenner to approve the 3% penalty charge if delinquent and the 1% interest charge per month for tax collection. Motion carried unanimously.
Motion by Brenner, supported by Sipple to adjourn at 9:50 p.m. Motion carried unanimously.
