Alan Silor hails from Mindanao and graduated from a Chinese school known as Timber
City Academy. His mother is from Southern Leyte, Philippines while his father is from
Fujian, China. He finished his undergraduate degree in Electronics and
Communications Engineering from the University of San Carlos in Cebu City,
Philippines. Right after college education and passing the Professional Regulation
Commission ECE Board Exam, he jumpstarted his career in telecom from outside
plant to central office operations. And advance his career in broadcast engineering
and management for more than 10 years.
Being an entrepreneur, Alan was invited and join business organizations and became
the President of Butuan City Chamber of Commerce and served as Vice President –
Business and Government Affairs Industry for the Filipino Chinese Chamber of
Commerce of Agusan. The Institute of Electronics Engineers of the Philippines and
the Kapisanan ng mga Brodkaster ng Pilipinas as National Board of Director and
Standards Authority, respectively. In 2009, he jointly founded the Caraga ICT Council
with the help of Department of Trade & Industry and National ICT Confederation of the
Philippines. He was voted as the Vice President when it was founded and later on was
elected as President in 2015.
Inherent to serving the public, Assistant Secretary S Silor acted as an ICT Consultant
to the City Mayor of the Local Government Unit of Butuan City in 2012. At present, he
is one of the assistant secretaries of the DICT upon the appointment by President
Rodrigo Duterte in 2016. Further, Secretary Rodolfo Salalima designated him to
perform duties ensuring the effective and efficient operation of the following:
1. Free WiFi Project
2. Public Access and Connectivity;
3. Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area
(BIMP-EAGA) matters; and,
4. Countryside Development
With only less than a year in service and through the leadership of Assistant Secretary
Silor, DICT has staged the first-ever i-CiTY (intelligent city) Summit 2017: A Safer and
Better Connected Philippines and now he is in the works in designing the direction,
standards and policy in creating a roadmap for intelligent city ecosystem.
Recently, Assistant Secretary Alan Silor participated the Government Leadership
Forum by the CIO Academy last May in Singapore and he has represented the
Republic of the Philippines and completed the training course on SMART NATION :
Strategy to Implementation at the National University of Singapore in June.
