Introduction


Every year Climate change and its effects become more important. However, global climate change is not just an increasing of average temperature of the air for a few degrees. It’s a change in natural cycles and restructuring of geo-systems, Sea-level rise, changes in regime of precipitation and water content in some regions, changes in ecosystems with the disappearance and the emergence of species plants and animals, changing agro-climatic conditions, increased frequency and intensity of dangerous weather events, spread of infectious diseases, etc. ... The list could be greatly extended.

According to the trends of the major climatic parameters in the south of Bessarabia increase in temperature will increase the hot dry period of the year, reduction of days with temperatures below 0 ° C, increasing the evaporation rate, the increase in the number of extremely hot days and reduction the period of permanent snow. More rapid change of seasons, increased intensity and destructive power of extreme and hazardous weather events, such as storms, tornadoes, hurricanes, heavy rains and snow, thunderstorms and hail – are highly probable. Main effects of Climate Change in the region will be mainly connected with increasing of temperature and sea level, with changes in the quantity and quality of surface water. Global climate change cause necessity of adaptation to the consequences at all levels: global (international) - to coordinate measures for cross-border level - for better cooperation between the neighbouring countries, the national level within a country, regional and sub-regional level and certain areas. However, the immediate practical implementation of actions to adapt it must be implemented at the local level - the level of each community and residents.

Thus, adaptation to climate change impacts at the local level became the main purpose of developing this document, which was prepared within the project “Development plan for adaptation rural communities of southern Bessarabia to the consequences of Climate Change, on the example of Orlivka village in Reni district of Odesa region”.

Orlivka - is rather large village, located in Reni district of Odessa region, on the border with Romania. Like the vast majority of villages in the south of Bessarabia, it suffers today from lack of water, especially drinking quality, increasing number of natural disasters and natural hazards: (hurricanes, tornadoes, drought, hail, etc.), eutrophication and temperature rise of water, with reducing its quality and loss of fish productivity. In addition, part of the rural community is at risk of flooding in case of heavy rains, and from Danube River during extreme floods. Separately, it should be noted the fact of aging and outflow of working population from the village, especially women.

The main factor in selection Orlivka village for preparation the adaptation plan to climate change was previous positive experience of cooperation with community, understanding the importance of adaptation by community leadership, willingness to cooperate with scientific community and public for development and implementation the adaptation measures. An important factor, in connection with this choice, is a fact, that local residents have kept the unique tradition of using reeds, cattail and willow plantation establishment (with environmental functions of flood forests) and their long-term use as a local renewable energy sources. Village community plan for adaptation to climate change was agreed at the public hearing on December 16, 2015 in Orlivka village. This plan can be used as a pilot document (example) of development the other adaptation plans in rural community to climate change in southern Bessarabia and in Ukraine in general.
