Call to Order
The meeting was opened at 9.35 a.m. with Ms. Christine MUTTONEN (Austria),
President of OSCE PA, in the Chair.

Adoption of the Agenda
The draft agenda was adopted.
3.
Report of the President of the OSCE Parliamentary Assembly
The PRESIDENT addressed the Standing Committee.

The Standing Committee ratified the membership of General Committees in accordance
with Rule 36.2.

Supplementary Items
The PRESIDENT informed the Standing Committee that 15 supplementary items had
been submitted in accordance with Rule 21.
The PRESIDENT reminded the Standing Committee that, under Rule 21.1, a majority
of two-thirds of members of the Standing Committee voting was required to add an
item to the agenda.

Report by the Treasurer
Ms Doris BARNETT (Germany) presented the Treasurer’s Report to the Standing
Committee.

DECISION: The Standing Committee unanimously approved the Budget for the
financial year 1 October 2017 to 30 September 2018.

The Budget would be made available to the Assembly in accordance with paragraph 2
of Rule 41 of the Rules of Procedure.
The Standing Committee endorsed the Financial Regulations.

Reports and Information on Activities of the OSCE Parliamentary
Assembly
Mr. Ignacio SANCHEZ AMOR, Special Co-ordinator and leader of the short-term
OSCE observer mission, reported on the election observation mission to the
parliamentary elections in Armenia.
Mr. Roberto BATTELLI, Special Co-ordinator and leader of the short-term OSCE
observer mission, reported on the election observation mission to the parliamentary
elections in Albania.
Mr. Guglielmo PICCHI, Special Co-ordinator and leader of the short-term OSCE
observer mission, reported on the election observation mission to the presidential
elections in Mongolia.
The PRESIDENT announced plans to observe the upcoming elections in Germany (24
September) and Kyrgyzstan (15 October) and informed the Standing Committee that
further information would be distributed concerning these forthcoming election
observation missions.

The PRESIDENT proposed the creation of an ad hoc committee on anti-terrorism.
DECISION: The Standing Committee unanimously approved the creation of an ad hoc
committee on anti-terrorism.
The PRESIDENT announced plans to engage in consultations related to the work of
the Ad Hoc Committee on Strengthening OSCE Engagement Through Transparency
and Reform, formerly known as the Ad Hoc Committee on Transparency and Reform
of the OSCE.
Mr. Kent HARSTEDT (Sweden) reported on the activities of the Ad Hoc Working
Group on Belarus.
Ms. Arta DADE (Albania) reported on the activities of the Parliamentary Team on
Moldova.
Mr. Filippo LOMBARDI (Switzerland) reported on the activities of the Ad Hoc
Committee on Migration.

Mr. Ilkka KANERVA (Finland) reported on his activity as Special Representative on
Mediation.
Mr. Nikolay KOVALEV (Russia) reported on his activity as Special Representative on
Terrorism.

Arctic Issues.
Mr. Kristian VIGENIN (Bulgaria) reported on his activity as Special Representative on
the South Caucasus.
