Parkman Township Zoning Commission

September 26, 2017

Zoning Commission Members Present: Carlos Nieves, Len Hall, Freeman Miller

Robert Hershberger and Jan Helt (secretary)


Not Present: James Vaughn.
The meeting was called to order at 7:00 PM by Len Hall.
A motion was made by Len Hall and seconded by Freeman Miller to approve the minutes with corrections for the March 28, 2017 meeting. The motion passed unanimously.
Mrs. Lynn S. attended our meeting and wanted information on lot lines and fencing. She also had a complaint. Len H told her she needed to talk to Parkman Township Zoning Inspector to get all the information she needed. He told her the office is open on Wednesday night from 6 till 7:30.
Len brought Freeman and Robert up to date on our medical marijuana discussion from last month. Freeman and Robert were unable to attend the August meeting.


  • Ohio is authorizing 24 growing facilities 12 large and 12 small




  • Grown in a greenhouse all enclosed



  • Facility must be secured.




  • Limited hours of operation 7:00 am – 9:00 pm







  • Garrettsville school will receive $170,000 annually




  • Township would receive $30,00 annually




  • Permits are 10,000

Reported by Nelson Township Trustee Joe Leonard, Nelson Township approved it. If we do decide to approve it we could direct where it is built. Len also said the permit money is non- refundable. It can’t be funded through a bank, has to be cash.


Medical marijuana is what we would do. Marijuana would not be sold in our township. If it would be voted down we do not have a problem with that. We would have to present a plan to the Trustees. We would then have an open forum for Parkman Township residents. We all feel we need to leave our options open at this time.
Jan H stated we did receive a letter from CAM (Citizens against marijuana) with a list of reasons why we should adopt a zoning amendment prohibiting marijuana grow sites (cultivation), processors and dispensaries. ( see attached ) CAM is a group of concerned citizens who realize the negative impact marijuana will have on our community-especially our youth. There was also a woman who attended our trustees meeting and addressed the marijuana issue.
Zoning Committee will make no decisions at this time. We will continue to discuss at our next meeting and have discussions and present a proposal to Township Trustees.
Our next meeting will be on Tuesday October 24, 2017

Carlos motioned to adjourn the meeting at 8:30 PM. Mr. Hall seconded the motion. All were in favor.
