SUTTON COURTENAY PARISH COUNCIL

A meeting of the Parish Council was held in the Village Hall, Sutton Courtenay on Tuesday 5th December, 2017 at 7.00 p.m.

In the absence of the Council’s Chairman, Christopher Campbell Vice-Chairman, took the chair for the duration of the meeting.

He welcomed everyone to the meeting and explained that there were to be 2 presentations to Council. The first from the Vale of White Horse District Council, the Environment Agency and its consultants, and also Water Resource Associates, who had undertaken studies on behalf of the Vale of White Horse District Council, in regards to the downstream effects of the Oxford Flood Prevention Scheme. The second presentation was from Tristan Fitzgerald Associates, public relations company in regards to changed plans for the warehouse site off Sutton Courtenay Lane.


The Chairman invited Matthew Barber, Leader of the Vale of White Horse District Council to address the meeting. Cllr. Barber explained that the District Council had supported the Oxford Flood Relief Scheme, as it protected housing in Hinksey. He appreciated that people downstream had concerns regarding possible impacts downstream. The Environment Agency had undertaken studies on the downstream impact, but the District Council had agreed to fund additional work and obtain an objective view. Water Resource Associates had been asked to provide an independent review of the proposals.
Mr. Down briefly summarised the facts as assessed. There would be no additional water in the scheme than previously during periods of heavy rainfall, the flood plain would take the water initially. Analysis had looked at the 2007 flood, then figures for 1 in a 100 year flood, then included the impact of climate change.
Dr. Rodda continued with the presentation. The aim of modelling had been to produce

a design flood hydrograph. This had been generated for the river Thames and its tributaries. Available data went back to the end of the 19th century. Modelling had

used extreme statistics and the flood estimation handbook. Hydrodynamic modelling had taken place with physical river surveys to include bridges. A study had been carried out using existing channel networks and calibrated against the 2007 flood event. The conclusions of the independent studies were that the Environment Agency had undertaken a thorough study, their consultants had the relevant expertise. Dr. Rodda was in agreement with the data and approaches to modelling and mapping. He concluded that there would be no difference to Sutton Courtenay, and downstream villages should the Oxford Flood Relief Scheme go ahead.
Dr, Rodda answered questions:

At what stage or percentage increase in water flows would there be a difference to Sutton Courtenay. A 1 in 1000 year study had been carried out, and there was no difference at all. The exercise had been to compare what was happening should the scheme be implemented and what would happen without it.

The Culvert where the Ginge brook joined the river Thames was in need of upgrading. This was being modelled, and if conclusions were reached that work was required, then details of the actual work needed and costings would be then considered.

A question was raised as to modelling within Abingdon, and the combined effect of the Oxford and Abingdon scheme. Initially, the study had been on the Oxford Flood Relief Scheme, but Mr. Down confirmed the Parish Council had raised questions on the Abingdon Scheme and combined effects. There were some risks to property from the river Ock and river Stert. Feasibility studies had been undertaken. A scheme for the river Stert was not good value for money. A scheme at Ock Mill had already been carried out. Proposals for Swift ditch too were not feasible. One scheme for the upper Ock was under review. There was no firm option as yet on the part of the Environment Agency, so there were no proposals which could be fed into the overall picture.

Was the Abingdon scheme being done in a way that the models could be run together? They were two separate models, but when the Abingdon modelling was finished, it could go with the Oxford modelling. A business case for the Abingdon scheme should be available in the first quarter of 2018, and then more information would be available.
Before Ms. Eldridge left, concerns were raised with her regarding an abandoned boat at Sutton Pools, as questions raised via the Environment Agency’s general email and telephone number, had received acknowledgements but no informative response. She agreed to pass on the request for information to the relevant officers.
Cllr. Matthew Barber, Andrew Down, Phil Marsh, Frank Farquharson, Harvey Rodda and Elizabeth Eldridge left the meeting.
The Chairman introduced Mr. Vic Angell and Chris Moore who gave a brief presentation regarding the land off Sutton Courtenay Lane.

In December 2014 planning consent had been granted for 2 warehouses one very

large to the north of the site, and a smaller warehouse to the south. The current

proposal was to divide the site into 30% of the whole site for use as logistics, and 70% of the site for a data centre. The logistics site closer to Sutton Courtenay lane would

comprise 2 buildings with lower ridge heights than previously. A planning application for this would be lodged in January 2018. A data centre building would be set back from Sutton Courtenay Lane. The floorspace of all buildings would be the same as previously, but there was an expected 70% reduction in traffic movements, and 380 jobs rather than 2000 with the previous warehouse proposal. The automatic number plate recognition system would remain, as would the previously agreed contributions under the s. 106 agreement.



The application for the data centre would be lodged in the Summer of 2018 and was being handled separately. Whilst this was a separate application, a shared pre- application meeting had been held with the District Council, and there were common themes such as landscaping and bunding on the northern side in order to protect the village.

Questions were asked as to the category of data centre such as high security data centre which would require razor wire and lighting. This information was not known.

The details of the schemes were evolving. A leaflet about the proposals would be circulated by the public relations company shortly.

The Chairman thanked them for their presentation and Mr. Angell and Mr. Moore left the meeting.

2017/281 Apologies for Absence

Apologies for absence had been received from Cllrs. D. Butler, M. Howell, M. Jenkins (Chairman) and also from Cllr. Ms. T. Field in anticipation of her late arrival.


2017/282 Declarations of Interest

There were no declarations of interest.


2017/283 Minutes of the meeting held on 7th November, 2017

These were agreed and signed as a true record of the proceedings.

A question was asked as to why female members of the Council had

Ms/Miss/Mrs in front of their names. It was suggested that in these days of gender equality, there should be no distinction.

Abandoned Boat

The Environment Agency had been reminded again about the abandoned boat, and Ms. Liz Etheridge had taken away with her, the relevant information to pursue the matter.


Churchmere Road – White Lines at village green junction

The County Council had been reminded on more than one occasion that the white lines were in need of repainting. They had indicated that they would be repainted the week commencing 4th December. A member reported that they had been repainted at the end of the

previous week. It was also reported that a car recently had been seen parking on them.

Parking in the vicinity of the Village Green/Church

Correspondence from The Church had just been received, as had a letter from a resident regarding congestion that parking caused when events were being held in the Church. Comments were made that parking could take place on the B4016, provided it was not half and half on the village green, or possibly parking could take place within the grounds of The Abbey. The Chairman asked if a meeting with Church representatives should take place. Whilst the majority of members believed a meeting with the Church to discuss the issues would be beneficial, others preferred an idea of a clearer way forward first, to avoid repetitive discussion.

RESOLVED:

(i) that a meeting with representatives of the Church take place to discuss the issue of parking congestion and road obstruction in the vicinity of the village green.

(ii) that Cllrs. Rita Atkinson, Karl Gebhart and David Hignell represent the Council.


Culham Farm Park

Council noted that RPS Planning Consultants had confirmed that they would notify the Parish Council when they were lodging the planning application for the Park and Activity Centre, as this was in South Oxfordshire District Council’s area, and the Parish Council may not otherwise be a consultee.

2017/285 Public Participation
Parking in the vicinity of the village green

A member of the public mentioned that the village green was looking messy with both wooden and metal posts around it to prevent parking. It was suggested that the area should be cleaned up.


Oxford Flood Prevention Scheme

It was suggested that modelling could only take place on historical data. A statement was made that all the new building would affect water run off.


2017/286 District Councillor’s Report – Cllr. G. Duffield


Oxford/Cambridge Expressway

The new proposed expressway had been mentioned in Central Government’s budget, where the new road had received support together with a proposal to build 1,000,000 new homes along the corridor, with 100,000 of them in Oxfordshire. Various routes had been put to the District Council’s scrutiny committee in October, and a

task group established to look at these more closely. Some routes were south of Abingdon or Didcot, and others were to the north near Biceste r. Reports indicated that the route should not be through the Green Belt. A member commented that it was likely to go around the eastern side of the Green Belt.


2017/287 County Councillor’s report – Cllr. R. Webber

In the absence of Cllr. Webber, no report was available.

Questions were asked as to what was happening regarding the installation of new signage, as a meeting with the County Council’s officer had taken place much earlier in the year. The Clerk was asked to make enquiries of Cllr. Webber.
2017/288 Matters raised by Councillors for information

Works to Trees

Clarification was sought as to dates when works to trees were being carried out. The Clerk confirmed that works to trees in All Saints Lane

were due on 6th and 7th December, and trimming of hedging alongside the village green car park had been planned for 12th December.

Defibrillator

The question of the possible installation of another defibrillator in the village in the vicinity of Appleford Road was raised. The suggestion came as the distance to the defibrillator at the southern end of the High Street was quite long, and because of an incident at The Fish public house, where a defibrillator would have been useful.

This could be raised at the budget meeting, when finances were discussed.
Old Wallingford Way – builders compound - 42 Lady Place - Extension

It was reported that a builder’s compound put up in Old Wallingford Way to accommodate works at 42 Lady Place was spreading further along the highway. A pile of top soil found in the recreation ground car park off Old Wallingford Way was believed to have come from the development. The Clerk was asked to contact the owner of the property.

2017/290 Matters Raised Continued
Youth Project issues – Police investigation

Cllr. Rita Atkinson on behalf of the Damascus Youth Project advised

that the Police were investigating inappropriate videos that were being circulated via mobile phones. She stated that parents needed to be aware of what was on their children’s phones.

Sutton Courtenay News – Correspondence regarding fireworks Correspondence had appeared in Sutton Courtenay News regarding

fireworks which were being let off over a considerable number of days

and which had caused a disturbance for residents and were particularly troublesome for pets. In the correspondence there had been a suggestion to the Parish Council that fireworks parties should be only over a 3 day period. Members were aware that the Parish Council had no jurisdiction in regards to such matters, and the Clerk was asked to place an article in Sutton Courtenay News directing residents to those that may be able to take enforcement action for breaches of regulations.

2017/291 Police Matters

Cllr. Rita Atkinson, the Council’s representative on the neighbourhood action group reported that burglaries were on the increase. People should be vigilant, particularly in regards to sheds and the back of houses. An article could be placed in Sutton Courtenay news.

For: Redrow Homes Ltd

Comments: Council objected to the highway report as it compared Sutton Courtenay to large towns and cities and did not take into account limited rural bus services, the requirement for people to use their cars, and the planning status for the warehouse to the South of the village. The suggestions with the report demonstrated a complete lack of local knowledge.

Comments: It was the first incursion into the field and could set a precedent for others. The site was too close to traffic lights. As a result a vehicle would have to emerge into either queueing or moving traffic. Any car would be required to reverse into Abingdon Road. The hardstanding did not include drainage.

For: Diageo Pension Trust

Council noted that a decision as to whether an EIA was required was for the Vale of White Horse District Council to interpret the legislation. However, in view of the County Council’s traffic survey at Sutton bridge in the Summer of 2017, and the findings thereof, it was agreed that in view of changed circumstances since the previous application, that an EIA should be requested, particularly focusing on traffic movements. The Clerk was asked to convey the opinion of this Council to the Vale of White Horse District Council.

d) Planning Appeals

Council received an update report on the position regarding the planning appeals for the Sutton Courtenay East site, Hobbyhorse Lane,

and land rear of Harwell Road. The Council’s planning consultant continued to work and correspond with the Planning Inspectorate, and was also is correspondence with Redrow, Vale of White Horse District Council and the County Council regarding the County Council’s traffic modelling. .A site meeting had taken place with Vectos/Redrow to look at the village hall boundary, with a view to agreeing some common ground. Cllr. Gebhart gave a report on this meeting which he had attended. A statement of the meeting was being prepared by Vectos. The Council’s proof of evidence was being prepared and would be submitted to the Planning Inspectorate for the deadline of 19th December.
2017/293 Vale of White Horse District Council – Forum Meeting 17th November, 2017

Cllr. Hignell gave a report on this meeting which he had attended.

The meeting had been opened by Matthew Barber leader of the Council. There had been various reports from District Council officers, on compliance with government guidance, information on flooding and Oxford Flood Scheme, Didcot Garden Town and the Governance Board, the Local Plan and there had been a workshop session on ideas to improve the local environment.
Council discussed the fact that there still appeared to be one representative for the parishes affected by the Didcot Garden Town proposals. The Council had written previously about this. A large part of the Didcot Garden Town area was in fact Sutton Courtenay parish, and to expect one parish representative to speak for different parishes with a wide variety of needs and requirements was absurd.
RESOLVED:

Q that a letter be sent to Mr. Gerry Brough, Interim Head of Development and Regeneration at the District Council, expressing the Council’s dissatisfaction at the continued proposal to appoint only one representative for the parishes on the Governance Board


2017/294 Neighbourhood Plan

Cllr. Rita Atkinson gave a report on the progress of the neighbourhood plan. As the District Council’s neighbourhood plan officer had left the area, and a replacement not yet appointed, the District Council had approached Bluestone Planning group, to assist parish councils undertaking neighbourhood plans. They were being approached to assist with finalising the questionnaire. The neighbourhood plan steering group would meet the third week in January 2018.

2017/295 Oxfordshire County Council – Proposed Toucan Crossing



Council noted that the County Council was proposing to install a toucan crossing over the A4130 at a point 500 metres east of the A34 Milton Interchange.
RESOLVED:

that this council had no comment to make.


2017/296 Website Update

Cllr. Claire Myerson gave a brief report on the websites within the village, and the topics each covered, sale of advertising etc.

The existing website of the Parish Council had been in existence for some years and was in need of upgrading to at least be accessible by newer forms of technology and smaller screens. Discussion could take place at a future meeting or via a working party, on how to improve the website, and whether a content management system would be required. It was recommended that at least £4000 be included in the Council’s budget for 2018/19 for upgrading and changes to the website.

2017/297 Recreation Ground

Cllr. Jennifer Corrigan reported on the checks to play equipment she had made. She had been accompanied by Cllr. Butler. The area looked clean and there was no litter or other mess. An approach had been made by youngsters who had requested a quarter pipe and box for the skate park. The basketball nets would benefit from being re-strung. A pole on the cricket club’s nets had collapsed. The Clerk would report this to the cricket club. What had been noticed was a surface on the skatepark which may need repair in due course. An adult gym too within the recreation ground was suggested. A working party alongside the neighbourhood plan group was looking at overall facilities throughout the village, and new equipment would be taken into account in due course. Comments were made regarding the pile of top soil in the car park.

RESOLVED:

(i) that Cllr Jennifer Corrigan undertakes the play equipment inspections on a weekly basis until the January meeting of the the Council.

(ii) obtaining quotations for the repair of the surface of the skatepark be deferred to the Spring.

b) Royal British Legion Poppy Appeal

Letter of thanks from the local Poppy Appeal Organiser for the donation awarded. £3242.82 had been collected locally this year.


c) Oxfordshire High Sheriff’s Awards

Council noted the award scheme to recognise people in Oxfordshire who had made outstanding contributions to the communities in which they lived and worked. The deadline for nominations was 11th January 2018.

2017/299 Accounts

Council noted the list of cheques to be signed and authorised payments totalling £1844.68 in respect of administration costs, outdoor maintenance and Chairman’s allowance.


2017/300 Items for inclusion in Sutton Courtenay News

The Clerk would prepare an article for the next issue of Sutton Courtenay news. Members asked that reference should be made to the last minute contact by the public relations company acting for Diageo Pension Trust in regards to the new warehouse planning application, information from the Police regarding parents being aware of material on their children’s telephones, letters in Sutton Courtenay news

regarding fireworks, and planning application for gravel extraction at Clifton Hampden being refused.

2017/301 Date of Next Meeting

Council agreed that the finance meeting of the Council would take place on Tuesday 12th December, 2017 at 7.30 p.m. in the village hall.

The next ordinary meeting would take place on Tuesday 9th January 2018 at 7.15 p.m. in the village hall.
