Want to be Headteacher?
The proposal
As an NPQH graduate or someone identified as being ‘close to headship’ you represent the next generation of new school leaders and we would like to invite you to apply to join this programme which will run from February 2017 to June 2017.
The Aspirant Headteacher Programme has been very successful over the last three years and those who participated progressed to Headship or felt more motivated, positive and skilled to pursue their journey.
This year we are running one programme across all age phases (we do have a quota of females into secondary to fill for this year as well)
The programmes are fully funded by the National College for Teaching and Learning. However the funding is only allowed to be used by schools in targeted areas (Blackpool, Lancashire and Cumbria).
Unfortunately this means that anyone from Blackburn is not eligible for the fully funded places. To try to minimise the costs, we are asking for anyone from Blackburn schools to pay a nominal fee of £100 per delegate (and the life coaching will be an optional extra for Blackburn delegates).

Reasons why the NCTL are funding this course:
You will know that some sections of the school system face a major recruitment challenge. More specifically:

  • Approximately 20% of primary headships will need to be filled each year for the next five years

  • There remains an under-representation of women and BME candidates for secondary school headships, with less than a third of secondary Headteachers who are women nationally.

  • In the region, nearly 25% of Headteachers in all phases are due to retire in the next five years

  • In 2012, the North-West re-advertisement rates were running at the highest percentages in the country: Primary 35%, Secondary 38% and Special 53%

  • This pattern is repeated in Faith Schools where 67% RC and 29% Anglican selection panels do not appoint at first attempt. The number of vacancies continues to rise.


Who can apply?
This programme is targeted towards Aspirant Headteachers i.e. experienced senior leaders who are deemed ready to step up to headship within 18 to 24 months. There is no pre-requisite for an NPQH qualification but you must have the desire and be deemed as ready to apply and secure your headship within 12 to 24 months.
The approach
The National College for Teaching and Learning has appointed National Teaching Schools and LA’s from across Blackpool, Blackburn with Darwen, Cumbria and Lancashire, to work alongside National Leaders in Education (NLEs), practising Headteachers and professional coaches, to jointly deliver the Aspirant Headteacher's Programmes.
The key feature of the programme will be its bespoke nature. You will participate in face to face training days, coaching and mentoring activities, shadowing activities, mock interviews and a celebration conference at the end.

As future leaders you will learn about the role by working alongside highly experienced, practising Headteachers. You will be offered the chance to undertake mentoring, coaching and shadowing opportunities in at least 1 school that will offer you a first-rate learning experience to meet some of your development needs.


We plan to do all that we can to address and then to remove any barriers that are currently preventing you from attaining your first headship post. So far seven of the previous two cohorts have already secured their first headships.
Details of the programme are outlined below.
The cost

The National College for Teaching and Learning is funding this programme and is offering 20 funded places as part of the regional succession planning grant (Each place is worth the equivalent to £1,000). However, if you enrol but then fail to attend, your school will be charged £50.00 for each session you fail to attend.

OUTLINE OF PROGRAMME
Aims
To provide opportunities for those aspiring towards headship to:


  • experience leadership in different environments, including system leadership and school to school support

  • participate in mentoring and coaching

  • learn about the areas where there are knowledge gaps

  • shadow current Headteacher

  • share personal experiences

  • preparation for the recruitment process for securing a Headteacher post

  • develop links with professional networks for aspiring heads

  • prepare for future headship

To provide opportunities for teachers applying for NPQH to:



  • Identify and gain the range and depth of professional experience required in order to secure a place on the programme.

To provide opportunities for schools to:




Eligibility Criteria

  • Senior teachers encouraged by their school/Local Authority to be ready to apply for school headship within the next 18 months

  • Applications from senior leaders who are female in secondary schools or work in rural and coastal regions are actively encouraged.

In addition to the core events, the participants will be expected to engage with the relevant coaching, mentoring and work shadowing for their programme. The timing of this will be organised by the participants and their mentors/ coaches.

There will be one work-shadowing day at another school and up to two life-coaching sessions.



Programme outline
The content of the programme will be in response to the development needs identified on the expression of interest form at the end of this flier. We intend that the following activities will take place throughout the programme:


  • A variety of leadership sessions linked to needs from diagnostic assessment and delivered by serving heads / lead practitioners (such as National Leaders of Governance, school business manager)

  • The opportunity to present your own vision for leadership

  • Coaching and mentoring session/s with an experienced Headteacher and/or professional coach

  • Work shadowing activities with the Headteacher and key personnel in a

contrasting school

  • Participating in a mock interview with a panel of serving Headteachers, governors and local authority advisers

  • A written case study on an aspect of leadership development and its impact. All case studies will contribute to a booklet to be published on the BBCL Teaching School website and shared with the BBCL School Improvement Board, the NCTL and North West Teaching School Council.

Outcomes
It is the intention that participants will apply for their first headship during or within 12 months of the start of the programme.

  • 50% of participants will have secured headship or other career advancement within a year

  • 90% of participants will develop increased confidence and/or interest in undertaking headship

The NCTL require participants to complete pre and post questionnaires and evaluations. There will be an ongoing evaluation of the provision of the course followed by a full evaluation in the summer, 2017 and again in 2018. By participating in the course you are committing to responding to the follow up evaluation and information gathering for up to two years after the course has finished as this will enable us to report on the number of successful delegates who have secured their first headship.Application for Aspirant Headteachers’ Programme 2016-2017

Please note the following:

This programme is free to participants and schools in Blackpool, Lancashire and Cumbria (£100 cost to those based in Blackburn schools). Equivalent programmes costs on average £1000 per participant. In order to ensure that public funds are appropriately spent, successful applicants must:



  • Have obtained their Headteacher’s agreement and statement of support to apply

  • Have a genuine desire to apply for headship positions within 24 months

  • Be willing to engage with the National College evaluation and follow-up processes

  • Be willing to contribute to future programmes if called upon

  • Attend all conferences, events, meetings, etc, as outlined at the beginning of the programme or to send apologies early if they are unable to do so

  • Agree to have their contact details shared with the National College for Teaching and Leadership (appropriate data protection/information assurance procedures will be used)

Once the applicant has been accepted onto the programme the school will be required to sign a contract that guarantees to ensure that s/he attends all the required activities and events. Schools will be charged for failure to attend or fulfil the course requirements at a rate of £50.00 per session missed.
