In a case when terrorist and his victim are the citizens of the same
or different states, but crime is being perpetrated on the territory of third
state.

When terrorist act is directed against person or other international
objects protected by international law.
5)
When terrorist act is being committed on the territory of given
state by the support of other countries.
If to take a close look at the activity of Armenian terrorists it is
indisputable that they are a part of international terrorism. Armenian ter-
rorism differs with its terrorist organizations’ net spread all over the world.
Armenecan (1885), Hnchak (1887) and Dashnaksutyun (1890) parties are
considered to be the oldest Armenian terrorist organizations. Along with
them organizations such as “Haydad” (1919, France), ASALA (1967,
France), “Revengers of the Armenian Genocide” (1973), “3

October”
organization (1980, Switzerland), “September-France” (1981), “Orli” group
(1981, France), “Squadron going to death” (1981, France), Armenian Union
(1988, SSSR, Moscow) and others have organized mass terrorist campaigns
on the territory of France, USA, Canada, Lebanon, Austria, Germany,
Turkey, Italy, Spain, Switzerland, UK, Iran, Greece, Netherlands, Australia,
Luxemburg, Azerbaijan, Russia and other states. Especially a real whack to
the international security and to the system of international relations were
consecutive terrorist campaigns organized in the period of 1973-1987.
Representatives of many nations (Turks, French, American, Jews,
Russian, German, Italian, Lebanese, Iranian, Swiss, Azerbaijani and etc.)
became targets of Armenian terrorism.
Armenian terrorists have attacked representatives of Turks living,
studying or working in the different countries of the world, owned by them
establishments and embassies of Turkey in order to impede integration of
Turkey into the world community, to shadow its international relations with
other countries and to make negative impact on its development. As the
result of consecutive terrorist acts in the period of 1973-1987 forty Turkish
diplomats protected by international law were assassinated.

Countries that were not interesting in the deterioration of relations
with Turkey on the base of their interests were succeeding in the most cases
to punish Armenian terrorists. But terrorist groups that hadn’t resigned with
it by making some changes to their targets were organizing terrorist acts
against citizen of these countries. In this way they intended to influence
governments of those countries and to reach their goals. In corroboration to
these words can be indicated more than 20 terrorist acts against Swisses in
the 1980-1981, and 13 acts against French citizens during 2 months:
October and November of 1981.
One of the characteristics that identifies “Armenian terrorism” as a
part of international terrorism is support received from Armenian Republic.
As a representative of terrorism Armenia built its activity in two ways –
direct and indirect. Direct involvement of Armenia as the representative of
terrorism is being seen in the organization and implementation of terrorist
acts by the Armenian special services. For example, exist a lot of judicial
evidences that terrorist acts on the territory of Azerbaijan during 1988-1994
have been planned and conducted by the state services of Armenian
Republic.
As the result of cooperation between Ministry of National Security of
Azerbaijan Republic and Russian Federal Security Services it became
possible to bring to trial a group of Armenian separatists acting on the
territory of Russia, leaded by the chief of intelligence department of the
Ministry of National Security of Armenia colonel Gan Ohanesyan, his
deputy major Ashot Galoyan, the senior investigator of Anti-terrorism
department of Russian Federal Counter-intelligence Service mayor Boris
Simonyan. Based in Moscow and financed by “TIRR” association headed
by Valeriy Petrosyan this group organized several explosions in the railroad
trains on the territory of Russia and Azerbaijan [1, p. 88-89].
Along with being direct organizer of terrorist acts, Armenia by
showing financial, military and technical assistance to terrorist groups, by
creating environment for existence of terrorist organizations and organized
criminal groups on its territory or on the occupied territories, by granting
immediate political asylum to the terrorist after commitment of terrorist acts

on the territories of other countries and by other indirect ways of
involvement becomes the acting member of international terrorism.
All facts mentioned above indicate that Armenian terrorism is a part
of “international terrorism” that is threat to global security system.
2. The system of international relations and Armenian terrorism
The Armenian terrorism represents real and potential danger to all the
forms (political, economical, social, cultural, legal, national-ethnic, moral,
etc.) and levels (domestic, regional and international) of public relations.
The system of international relations, being a complicated and wide
notion, comprises bilateral and multilateral contacts and relations formed
and developed among the actors in international law. The relations of diffe-
rent characters established among the subjects of international law are
regulated by the principles of international law. These humanistic values
accepted by international community, along with establishing international
peace and security system, regulate the function of the system of internatio-
nal relations which is stable in form and developing in essence. Since the
system of international relations closely unites all states, violation of the
existing principles against any state directly results in failure of the system
of international relations.
The Armenian terrorism, destructively influencing the principles of
international law, is a global threat to the normal development of the system
of internal relations.
The main targets of the terror attacks perpetrated by the Armenian ter-
rorists in 1973-1987 against the diplomatic representations, economical, so-
cial, cultural objects, international transport companies and means, etc. of
the Republic of Turkey located in France, the USA, Switzerland, Lebanon,
Germany, Netherlands, Greece, Luxemburg, Belgium, Iran, Austria, Cana-
da, Australia were to stop or represent a danger to the development of bila-
teral interstate relations in different directions with the above mentioned
states.
The main target of the terrorist act committed on November 25, 1979
by the Armenian terrorists was the coarse violation of the principles of
