1. Trade and Transport Facilitation Project
Project Description:
This project will facilitate development of cooperation in the fields of trade and transport in the following directions:
- Elaborate a trade and transport facilitation common policy, envisaging harmonization of legal norms and procedures and coordination of the sides' activity in these fields;
- Develop infrastructure of the customs and border services, comprising training activity and equipping cross-border points;
- Eliminate hindering factors in the fields of trade and transport and insure security and effectiveness of the transport corridors.
Progress in the Project implementation
Georgia, Ukraine and Azerbaijan have completed work on their national plans under the TTF programme. The Republic of Moldova has already approved this plan. Following the submission of their respective national plans by the GUAM member states, a joint document will be drawn up, which will enable the member states to work in coordination to achieve successful realization of the Project.
2. GUAM Virtual Centre for fight against terrorism, organized crime, drug trafficking and other grave crimes and Interstate Information Management System.
Project Description:
GUAM Virtual Centre represents joint and coordinated activity of an anti-terrorist group or a centre set up in each country and does not envisage, at the first stage, establishment of a joint international permanent centre in any of the GUAM capitals.
This programme will promote development of cooperation in the following direction:
- Coordinate efforts to promote cooperation in the field of fighting against terrorism, transnational and trans-border organized crime as well as in the law enforcement field;
- Create conditions preventing the use of GUAM transport corridors for terrorist and extremist purposes;
- Insure exchange of urgent information with a view to achieving coordinated activity of the law-enforcement agencies of the GUAM member states.
Progress in the Project implementation:
The training seminar held through the US financial support at the Ministry of Internal Affairs of Georgia in March 2005 resulted in the creation of Georgia's National VLEC Centre. Analogous national centres have been set up in other GUAM member states as well. The next stage of the project implementation envisages launching the exchange of information process both on the inter-agency level as well as among the national centres of the GUAM member states. On May 19 2006 the first experiment was conducted successfully on exchanging information through coded communication systems among the national virtual centres. Relevant basis for a full realization of this project already exists.
