International Symposium on Educational and Social Sciences in Turkish Cultural Geography 27-30 June 2018/Baku-Azerbaijan Dayanıqlı İqtisadi İnkişaf Çərçivəsində İqtisadi Təhlükəsizliyin Təmin Edilməsi Məsələləri Aygün ƏLƏSGƏROVA Azerbaycan Devlet İktisad Universiteti (UNEC) elkhan_salayev@unec.edu.az Müasir dövrdə dayanıqlı iqtisadi inkişaf strategiyasının həyata keçirilməsində mühüm məsələlərdən biri iqtisadi təhlükəsizlikdir.Tədqiqatın aktuallığı istər siyasi, istərsə də iqtisadi rəqabətin güclənməyə davam etdiyi hazırki cəmiyyətdə iqtisadi təhlükəsizliyin əhəmiyyətinin artması ilə şərtlənir. Bu elmi məqalənin əsasında, iqtisadi təhlükəsizlik məfhumunun özündə iqtisadi asılılıq və risk, sabitlik, iqtisadi rıçaqlar, idxal-ixrac əməliyyatları, idxal əvəzləyicilik siyasəti, iqtisadi inkişaf kimi kateqoriyaları birləşdirməsi ideyası dayanır. Tədqiqatın məqsədi iqtisadi təhlükəsizlik strategiyasını hazırlayan və həyata keçirən zamaniqtisadi təhlükəsizlik göstəriciləri, elmi- texniki və informasiya təhlükəsizliyi, qlobal iqtisadi təhlükəsizlik və iqtisadi təhlükəsizliyə real təhdidlərin nəzərə alınmasından, eləcədə maliyyə təhlükəsizliyinin təmin olunmasından təşkil olunur. Tədqiqatın məqsədinə həmçinin beynəlxalq, regional və milli iqtisadi təhlükəsizliyin, ölkədə müxtəlif təsərrüfat səviyyələrində müəssisə və fərdlərin iqtisadi təhlükəsizliyinin ayırd edilməsi daxildir. İqtisadi təhlükəsizliyin məqsədi ilk növbədə sosial-iqtisadi islahatların aparılmasında dövlətin maraqlarının mühafizəsindən ibarətdir. Tədqiqatın elmi yeniliyinə dayanıqlı inkişafın əsas parametrlərinin təsnifatı, cəmiyyət və dövlət mənafelərində sərhədlərin müəyyənləşdirilməsi, iqtisadi təhlükəsizliyə dair ehtiyac fondlarının ümumi vəziyyətinin təhlil edilməsini aid etmək olar. HUMBATOVA Azerbaijan State Economic University(UNEC “Price and approach” ms.sugra@mail.ru Statement of the problem: Science, knowledge, scientific output and scientific enterprises are leading resource which possesses decisive significant in the field of general development and especially in economical development. The world experience shows that scientific and technical progress is essential factor to eliminate social and economical reforms, crisis and stabilize economy. On this point, issue of increase of role of science is particularly agenda to renovate products and increase scientific and technical potential for countries transition market economy. The purpose of research: International experiens shows that teritorrial size, regardless of the natural conditions of each state, its economic and social progress in the source of technological innovation and assimilated technology needs enough high level development. This level of science in the economy and the development of society, political and socio-economic directions are determend. The main indicators of science, research scientific activity in Azerbaijan and in the world is analyzed in the report, communication between the expenses on science, research personnel used by fixed assets and to volumes of the performed scientific and technical works is investigated mutually. Currentli the science status of Azerbaijan economy is directed towards the world system tendency. In developed countries science is regarded as the key of modern economy: innovations are considered as the source of economy growth, the activity of the government and is the priority over the areas, dinamyc of scientific spendings follows the GDP growth rate exceed. It was not paid much attention to the scientific technical potencial in tranzition period of economic relations , even it was destructed. As a consequence of it, it has led to deep crisis situation in the scientifically technical sphere in the country. Research methods: theoretical and emprik methods were applied, information was realised, induction and currently methods were treated, totalizations were held in this article. All science literature, official documents, the results of activity in this direction are studied. Correlation and regression equation structured according to the mathematical economy methods and dependens among variables are determined. Result of research: looked through the mutual relations among science indicators: As the statistic significance is little in basic facilities used in research and works is removed and a new equation is obtained.
