Professor and Faqih Akcachami from Sinop  
and His Work Named Izharu Feraid al-Abhur 
 
 
Abstract 
In this paper, we will analyze both Halil bin Rasul es-Sinobi's life who is a writer and professor 
living in the 17th Century Ottoman Period and his exegesis named "Izharu Ferâid al-Abhur and 
Izahu Fawāid al-Enhur" in the Mehmet Atif Efendi Collection of the Istanbul Köprülü Library. 
The reason we choose this subject, there is no current work on this author and his work. We will 
try to show the writing style of the work, the methods used, the basic features that distinguish the 
work from other Mülteka annotations (sharhes), the characteristics of the work and the purposes 
for which was written. The fact that the work’s author is a professor of Ottoman madrasas shows 
that the work was written according to the madrasa students. In this respect, it will be possible to 
comment  on  the  level  and  quality  of  education  and  training  at that time.  In  addition,  since  the 
Mülteka belonging to Halebi is a work about law, the work belonging to Halil bin Rasul al-Sinobi, 
which is his shrine, is also a work about law. With this study, we can say that it is possible both  
to see that Sinop is a geography that creates scholarly people and scribes in the Ottoman period 
and  to realize the period’s accumulation of knowledge throughout the country.

SİNOPLU ÂLİM HALİL BİN RESUL’ÜN  
MÜLTEK ŞERHİNDE HANEFΠFIKHINA KATKISI

Öz 
Hanefî fıkhının geç dönemdeki en önemli muhtasar metinlerinden biri de İbrahim el-Halebî tara-
fından telif edilmiş olan Mülteka’l-ebhur adlı kitaptır. Bu eser, ulema arasında yüksek bir tevec-
cühe  mazhar  olmuş,  ders  kitabı  olarak  yüzyıllarca  okutulmuş,  üzerine  pek  çok  şerh,  haşiye  ve 
tercüme çalışması yapılmıştır. Bu kitabın bir diğer önemli özelliği de yazıldığı günden itibaren 
Osmanlı Devleti’nin bir nevi resmi kanun mecmuası muamelesi görmesidir. Bu eser üzerine ya-
pılan çalışmalardan biri de, XVII. yüzyılda yaşamış Sinoplu bir Osmanlı âlimi olan Halil bin Re-
sul Akçaçamî’nin İzhârü ferâidi’l-ebhur ve îzâhü fevâidi’l-enhur adlı şerhidir. Türkiye’deki farklı 
kütüphanelerde yazma olarak nüshaları bulunan bu eser, esas aldığı metni takip ederek fıkıh ilmi-
nin ihtiva ettiği bütün konuları incelemektedir. Kısa ve özlü bir şerh olan bu eserin başlangıcında 
şârih, kitabını telif amacına ve telifte takip ettiği yönteme dair bazı bilgiler vermektedir. Ardından, 
besmeleyi ayrıntılı bir şekilde şerh etmekte ve Mültekâ metnini, gramatik tahliller, kelime ve ıs-
tılah açıklamaları, delillerin ortaya konması, farklı görüşlere işaret edilmesi, delillerin kimi yerde 
tartışılması ile izah etmeye çalışmaktadır. Tebliğimizde, bu eseri kısaca tanıtacak, şekil ve muh-
teva özelliklerinden bahsedecek ve fıkıh literatürüne katkısını değerlendireceğiz.

Halil b. Resul of Sinope and His Contribution  
to Hanafi Legal School in Multeqa Commentary 
 
 
Abstract 
Multeqa al-abhur, a handbook text written by Ibrahim al-Halabi, a late period scholar, gained a 
high attention among scholars. This work was used as a textbook for centuries, a lot of commen-
taries written on it and translated to Turkish language. Another important feature of this book was 
that this text respected as a semi-official code of law in Ottoman State. One of the works done on 
this book is Halil b. Resul of Sinope, a XVIIth century Ottoman scholar’s commentary named 
Izhar feraid al-abhur. This work, which we have its several manuscripts in libraries today, studies 
all subjects of fiqh tracing the main text. The commentator, in this brief work, gives some infor-
mations  about  his  purpose  of  writing  this  book,  and  his  method  in  this  commentary.  Then,  he 
explains besmele in details. During this commentary, he analyzes text of Multeqa by grammatical 
examinations, word and term explanations, reveal of evidences and bringing different opinions. 
This paper aims to introduce this book and deal with its features of form and content, then evaluate 
its conribution to fiqh literature.
