Security cooperation. Thanks to regular participation in PfP activities, Azer-
baij an has been able to contribute actively to Euro-Atlantic security by support-
ing NATO-led peace-support operation. This includes sharing intelligence and 
analysis with NATO, and cooperating with the Allies on enhancing national 
counter-terrorist training capabilities and improving border and infrastructure 
security. 
Defense and security sector reform. Defence and security sector reforms 
are crucial to the development of Azerbaij an and its goal of achieving Euro-At-
lantic standards as well as its increasing Euro-Atlantic cooperation. This is an 
area in which NATO and individual Allies have considerable expertise which 
Azerbaij an can draw upon. 
Civil emergency planning. In cooperation with NATO and through partici-
pation in activities organised by NATO, Azerbaij an is developing its national 
civil emergency and disaster-management capabilities. Azerbaij an’s  special 
search-and-rescue platoon has participated in several exercises.
Science and environment. Under the Science for Peace and Security (SPS) 
Programme, Azerbaij an has received grant awards for about 30 cooperative 
projects. Projects include collaboration on improving trans-boundary water 
quality and protecting drinking water supply from terrorism. Projects through 
the SPS Programme also cover environmental protection. 
Public information. Another key area of cooperation is to improve access 
to information and increasing public awareness of NATO and the benefi ts of 
NATO-Azerbaij an cooperation. Since 2003, NATO has been co-sponsoring a 
summer school in Baku. Programmes developed year on year, leading to the 
establishment of the NATO International School in Azerbaij an (NISA) in 2005.

1992. Azerbaij an joined the newly formed North Atlantic Cooperation Coun-
cil;
1994. Azerbaij an joined the "Partnership for Peace” Program (PfP);
1997. Azerbaij an joined the Planning and Review Process (PARP) of the 
PfP;
1999. Azerbaij an sent a team to support the NATO-led peacekeeping opera-
tion in Kosovo;
2001. Azerbaij an hosted a multinational PfP military training exercise “Co-
operative Determination 2001”.
2002. Azerbaij an sent a team to support the NATO-led force in Afghanistan;
A specialist Azeri platoon participated in civil emergency relief exercise in 
Russia with Allies and Partner countries;
2003. Azerbaij an was connected to the Virtual Silk Highway;
2004. The Azerbaij ani President Ilham Aliyev presented Azerbaij an’s fi rst In-
dividual Partnership Action Plan (IPAP) paper to NATO in Brussels.
Azerbaij an’s search and rescue platoon participated in civil emergency relief 
exercise in Romania;
2005. Azerbaij an began its fi rst IPAP with NATO;
2006. The Euro-Atlantic Centre (NATO information centre) was offi

NATO (North Atlantic Treaty Organization) - a military-political alliance 
established by 12 countries (Belgium, Canada, Denmark, France, Iceland, It-
aly, Luxembourg, the Netherland, Norway, Portugal, the UK and the USA) in 
1949. 
UN - an international organization founded in 1945 with the aim to maintain 
and strengthen peace, security and international cooperation. Azerbaij an has 
been its member since 1992. 
Resolutions of the Security Council of the United Nations - SC UN adopt-
ed four resolutions (822, 853, 874 and 884) demanding the withdrawal of the 
armed forces of Armenia from the occupied territories of Azerbaij an. Armenia 
has ignored the resolutions up to now, violating the principles of the interna-
tional law. 
CSCE (Conference for Security and Co-operation in Europe) – an interna-
tional organization consisting of the USA, Canada and 54 countries of Europe, 
aimed to ensure security in Europe on democratic administration. Initially 
founded as CSCE (Conference for Security and Co-operation in Europe) in 
1975, it was transformed into an organization aft er the Budapest summit of 
the member countries held on December 5-6, 1994. Azerbaij an was admitt ed to 
the organization on January 30, 1992. The Minsk Group of OSCE mediates for 
the peaceful solution of the Nagorno-Karabakh confl ict between Armenia and 
Azerbaij an.
Soviet Union – a state that existed in Eurasia from 1922 to 1991. On De-
cember 29, 1922 the RSFSR, the Ukrainian SSR, the Byelorussian SSR and the 
Transcaucasian SFSR signed a treaty on the establishment of the Treaty on the 
Creation of the USSR. On December 30, 1922, the document was confi rmed 
by the 1st Congress of Soviets of the USSR. Later nine states joined the union, 
making the number of the constituent republics 15. Aft er the dissolution of the 
Soviet Union on December 26, 1991 the 15 constituent republics regained their 
independence. 
Partnership for Peace – a NATO program proposed on 10-11 January 1994 
at NATO summit in Brussels, Belgium. Nearly 50 countries are participants of 
the program.
