Regarding the Proposal for a Regulation of the European Parliament and of the Council on the
Governance of the Energy Union, amending Directive 94/22/EC, Directive 98/70/EC,
Directive 2009/31/EC, Regulation (EC) No 663/2009, Regulation (EC) No 715/2009,
Directive 2009/73/EC, Council Directive 2009/119/EC, Directive 2010/31/EU, Directive
2012/27/EU, Directive 2013/30/EU and Council Directive (EU) 2015/652 and repealing
Regulation (EU) No 525/2013 (COM(2016)759)
The European Affairs Committee of the National Council of the Slovak Republic
A.
Welcomes
the Commission’s intention to standardise the planning and reporting process in
energy, climate, science and research policies and low carbon technologies;
B.
Points out
that EU Member States have means for national energy and climate policies and it is
therefore necessary to avoid an inappropriate intervention into the national planning at
the European Union level and a transferring key elements of EU Member States
energy policy assessment to the Commission;
C.
Points to
unclear definition of regional cooperation and cosultations of EU Member States and
Commission;
D.
Considers it important
to add a flexibility for EU Member States in a way of non – linear trajectory for
renewable energy resources, since, concerning renewables technologies stage cost
reduction believes that non – linear increase of renewables share allows a cost-
effective way for implementation of relevant technologies;
E.
Requests
for an extension and an adjustment of the first national energy and climate plans
reporting by 1 year minimally and a revaluation of the scope of requested information
in planning process;
F.
Voices concern
at the risk of the extra administrative burdens, especially concerning a high level of
coordination between central government authorities, relevant bodies in EU Member
States and concerning demands resulting from an interactive dialogue with the
Commission and due to the scope of requested regional consultation;
G.
Authorises
The Committee Chairman
to inform the Speaker of the National Council of the Slovak Republic about the
committee‘s discussion result, and the European Commission in the context of
a political dialogue.

Regarding the Proposal for a Directive of the European Parliament and of the Council on the
promotion of the use of energy from renewable sources (recast) (COM(2016)767)
The European Affairs Committee of the National Council of the Slovak Republic
A.
Welcomes
the Commission's undertaking to adopt the concrete measures in response to climate
challenges and to take steps towards a competitive and, simultaneously, also an
environment friendly energy;
B.
Calls
for maintenance non – committal targets at the national level as defined in the Council
conclusions of October 2014 and for maintenance an indicative and non – committal
character of proposals and shares of renewables in the frame of national plans on
energy and climate;
C.
Disagrees
with a proposed limiting of first-generation biofuels that can be counted by EU
Member state towards targets; considers that existing 7 % ceiling for the biofuels is
sufficient and should be unchallenged;
D.
Makes a reservation
concerning the duty to request minimal values of renewables in the new and the
reconstructed buildings without taking national analyses into account;
E.
Authorises
The Committee Chairman
to inform the Speaker of the National Council of the Slovak Republic about the
discussion result of the committee, and the European Commission in the context of
a political dialogue.

Regarding the Proposal for a Regulation of the European Parliament and of the Council on
risk-preparedness in the electricity sector and repealing Directive 2005/89/EC
(COM(2016)862)
The European Affairs Committee of the National Council of the Slovak Republic
A.
Supports
the Commission’s intention to increase a level of security of electricity supply and to
improve a preparedness of EU for emergency situations in the electricity sector;
B.
Expresses its concerns
about the transferring of competences to the regional respectively European structures,
where competence and responsibility are not sufficiently and clearly defined in the
Commission's proposal. Any unconsidered transferring of competences to other bodies
without responsibility may lead to complications in dealing with critical situations;
C.
Calls
for more clear division of responsibility and decision-making powers between
transmission system operators and regional operational centres so that a compatibility
with a responsibility of EU Member State, respectively with a transmission system
operator delegated by EU Member State is assure in order to prevent a potential
jeopardy of operational security when coping with crisis situations.
D.
Demands
more detailed adjustment of rules for compensations of mutual assistance costs in a
spirit of solidarity;
E.
Authorises
The Committee Chairman
to inform the Speaker of the National Council of the Slovak Republic about the
committee‘s discussion result, and the European Commission in the context of
a political dialogue.
