of the Abstract of a Doctoral (DSc) Dissertation Tashpulatov Aybek, Doctor of Philosophy, Associate Professor of the Department of Accounting and Audit of the Fergana Polytechnic Institute, Speciality 08.00.06 - "Econometrics and Statistics" on the topic: "Comprehensive analysis and forecasting of the effective development of the rural labour market (on the example of the Fergana region)"

The labour market is a system of economic mechanisms that reflects the balance of interests between enterprises participating in the market, employees, and state and public organizations. It is through the mechanisms of the labour market and the norms established by it that the use and reproduction of the labour force are ensured. The labour force as a commodity realizes itself in the labour market, which is a sphere of socio-economic relations, the main of which is the relationship between employers and employees based on supply and demand. The labour market is an integral segment of the structure of a market economy, functioning in it along with other markets for raw materials, materials, goods, services, housing, capital, securities, etc.


The labour market is subject to the general patterns of interaction between supply and demand. The study of organizational and theoretical and methodological aspects of increasing the level of employment and reducing unemployment, the effective development of the labour market and the mutual optimization of the demand for labour and its supply in regions with excess labour resources is one of the topical issues in the economy of any country, including for the Republic of Uzbekistan. For Uzbekistan - as a dynamically developing country with a rapidly growing population, most of which is of working age, this topic is very relevant. In the context of digitalization and innovative development of the economy, to provide a reliable and objective information base, the targeted state programs being developed to increase the level of employment and reduce unemployment, a comprehensive analysis of a separate segment of the labour market, its economic and mathematical modelling and the effective use of modern information technologies come to the fore. and communication technologies. This scientific work serves to a certain extent as a reasonable scientific tool for the implementation of the tasks defined in the decisions and other legal documents adopted in this area in the Republic of Uzbekistan
Based on the above, the purpose of the study was to develop evidence-based recommendations for improving the economic and statistical integrated analysis and methodology for predicting the effective development of the rural labour market in the selected area in the digital economy.
Based on the goal, the following tasks were solved:

  • the theoretical and methodological basis of economic and statistical analysis and econometric assessment of the state and dynamics of the labour market, its segment structure in the context of digitalization were studied;

  • proposed a methodological basis for a comprehensive analysis of employment and unemployment of the rural population at the regional level in the context of individual industries;

  • a set of econometric models has been developed to predict the effective development of the rural labour market;

  • the ranking of districts by the level of employment was made based on a comprehensive analysis of the development of the rural labour market on the scale of a separate district;

  • prospective quantitative indicators of demand and supply of labour in the rural labour market of the Fergana region were determined;

  • a strategy for the effective development of the rural labour market of the Fergana region for 2022-2025 was developed based on forecasting the demand and supply of labour and the main indicators that affect their mutual balance.

It should be noted that the subject of the study is one of the densely populated regions of the Republic of Uzbekistan - the Ferghana region and its rural population. The application of the results of the dissertation research made it possible to conduct an economic and statistical analysis of indicators that reflect the state and dynamics of the development of the rural labour market of the region using the methodology of complex statistical analysis, for the first time in the republic, a methodology has been developed for determining the "ranking of the district by the level of employment" based on the economic and statistical analysis of the main criteria and indicators reflecting the level of development of the rural labour market by the recommendations of the International Labor Organization, which is confirmed by the relevant certificates issued by the Ministry of Employment and Labor Relations of the Republic of Uzbekistan.
Twenty-one scientific papers have been published on the topic of the dissertation, including two monographs, ten scientific articles in scientific journals recommended by the Higher Attestation Commission of the Republic of Uzbekistan for the publication of scientific results based on doctoral dissertations, three scientific articles in prestigious foreign journals.
The results obtained by the researcher are reliable, and the scientific conclusion and practical proposals are based on an adequate analysis of the relevant statistical materials and calculations.
The abstract of the dissertation of the Associate Professor of the Department of Accounting and Audit of the Ferghana Polytechnic Institute Tashpulatov Aibek, speciality 08.00.06 - "Econometrics and Statistics" on the topic: "Comprehensive analysis and forecasting of the effective development of the rural labour market (on the example of the Fergana region)" meets the requirements established The Higher Attestation Commission under the Ministry of Higher Education, Science and Innovations of the Republic of Uzbekistan for the preparation of a dissertation and dissertation abstract, and I recommend it for defence.
