Azərbaycan Respublikası Milli Elmlər Akademiyası Fəlsəfə, Sosiologiya və h üquq İnstitutu

masının  qarşısını  almaq  barədə  öz  üzərinə  götürdükləri  öhdəliklərini 
nəzərdə tutan  "Hərbi  münaqişə  zamanı  mədəni  dəyərlərin  qorunması 
haqqında"  1954-cü  il  tarixli  Haqqa  Konvensiyasının müddəalarından 
irəli  gələn öhdəliklərin yerinə yetirilməsi  istiqamətində  Azərbaycanın 
beynəlxalq  təşkilatlar çərçivəsində  səylərini  dəstəklədiyini  ifadə  edir. 
Dövlətlər habelə mədəni dəyərlərin hər hansı  şəkildə oğurlanması,  ta­
lan edilməsi  və ya onlann qanunsuz mənimsənilməsini, eyni  zamanda 
həmin dəyərlərə qarşı hər hansı vandalizm aktlarını qadağan etmək və 
belə hərəkətlərin qarşısım almaq, lazım gəldikdə isə aradan qaldırmağı 
öz üzərinə götürmüşlər.
4.  Aldığı  zərərlərə  görə  Azərbaycanın  mğvafiq  kompensasiya 
almaq hüququnun olduğunu və bu zərərin Ödənilməsi üçün Ermənistan 
Respublikasının tam məsuliyyət daşıdığını hesab edir.
5.  Azərbaycanın  işğaldan  azad  edilmiş  ərazilərində  məscidlərin, 
təhsil  ocaqlarının,  kitabxanaların,  muzeylərin  İKT-yə  üzr'  dövlətlərin 
yardımı  ilə  bərpası  üçün  İKT-nin  bölmələrini  və  ixtisaslaşdırılmış 
qurumlarım  yardım  proqramının  təşkili  imkanlarını  araşdırmağa 
çağırır.
6.  Bu problemə  dair İslam  Konfransı  Təşkilatına üzv  dövlətlərin 
mövqeyi  barədə  BMT,  ATƏT  və  digər  beynəlxalq  təşkilatlara məlu­
mat verilməsinə və İKT-in himayəsi  altında olan  qurumlar və  xüsusi- 
Iəşdirilmiş orqanlar çərçivəsində həyata keçirilmiş koordinasiya işləri­
nə görə İKT Baş Katibliyinə təşəkkür bildirir.  Həmçinin yardım  etmiş 
adı  çəkilən qurum və təşkilatlanna da,  xüsusilə İslam  İnkişaf Baııkma 
və İslam Təhsil, Elm və Mədəniyyət Təşkilatına onlar tərəfindən Azər­
baycan Respublikasında İslama aid olan müqəddəs yerlərin qorunması 
üzrə  layihələrin  gerçəkləşdirilməsi  üçün  proqramların  qəbul  edilməsi­
nə görə təşəkkür edir.
7.  Məsələnin  izləməsini  və  İslaırı  Konfransı  Təşkilatı Xarici  İşlər 
Nazirləri  Şurasının  31 -ci  konfransına  bu  haqda  məruzə  təqdim 
etməsini Baş Katibdən xahiş edir.

6.2.13.2.2. RESOLUTION NO. 21/31-E. ON ECONOMIC
ASSISTANCE TO THE REPUBLIC OF AZERBAIJAN
The  Twenty-seventh  Session  of  the  Islamic  Conference  of 
Foreign  Ministers  (Session  of Progress  and  Global  Harmony) held  in 
Istanbul,  Republic  of Turkey  from  26-28  Rabiul  Thani  1425H  (14 to 
16 June 2004),
Recalling  Resolution  No.  21/10-E  (IS)  adopted  by  the  Tenth 
Session of the Islamic Summit Conference;
Recalling  Resolution  No.  21/30-E  adopted  by  the  Thirtieth 
Session of the Islamic Conference of Foreign Ministers;
Confirming full  solidarity of the  Member States  of the OIC  with 
the  Government and  people of Azerbaijan  at this  very critical time  of 
the country’s history;

Referring  to  the  relevant  UN  Security  Council  Resolutions  re­
garding this conflict;
Deploring  the  Armenian  hostilities  in  the  Nogomo-Karabakh 
district of Azerbaijan followed by the occupation of about 20  percent 
of Azerbaijani  territory  which  forced  almost  one  million  Azerbaijani 
people  to flee their homes  in  the  face  of the  brutal  attacks  and  gross 
violations of human rights by this aggression;
Recognizing the need to reinforce  concrete  solidarity  of the OIC 
Member States with the Government and people of Azerbaijan;
Welcoming  and  appreciating  the  assistance  extended  by  some 
Member  States  and  OIC  relevant  bodies,  United  Nations  institutions 
and international organizations;
Having taken note of the report of the Secretary General;
1 .Appeals  to the  Member States and Islamic  institutions to  make 
available to the Government of Azerbaijan the much needed economic 
and humanitarian assistance with a view to alleviating the suffering of 
the Azerbaijani people.
2. 
Calls  upon  the  international  organizations  to  continue  to  grant 
humanitarian, financial assistance to Azerbaijan.
3. 
Requests the Secretary General to follow up the implementation 
of this  resolution  and  submit  a  report  thereon  to  the  Thirty-second 
Session of the Islamic Conference of Foreign Ministers.

Resolution No.ll/31-C.  On the Destruction  and 
Desecration of Islamic Historical and Cultural Relics and Shrines 
in the Occupied Azerbaijan Territories Resulting from the the
Republic o f Armenia's' aggression against the Republic of 
Azerbaijan.
The  Thirty-first  Session  of  the  Islamic  Conference  of  Foreign 
Ministers (Session of Progress and Global  Harmony) held  in  Istanbul, 
Republic of Turkey, 26-28 Rabiul Thani  1425H (14-16 June, 2004)
Recalling  the  Resolutions  adopted  by  the  Islamic  Summit  and 
other Islamic Conferences, in particular the  10th Session of the Islamic 
Summit Conference;
Affirming those objectives and principles enshrined in the Charter 
of  the  Organization  of  the  Islamic  Conference  (OIC)  aimed  at 
coordinating efforts to safeguard and preserve the Islamic heritage;

Aware of the fact that the Azeri  culture, archaeology  and ethnog­
raphy  are part  and  parcel  of the history  of Azerbaijan  and  its  people 
and a source of the Islamic heritage as well;
Reiterating  United  Nations  (UN)  Security  Council  Resolutions 
Nos.  822,  853,  874  and 884  on the Armenian  forces total  withdrawal 
from  all  the  occupied  Azeri  territories,  including  the  Lachin  and 
Shousha  areas,  immediately  and  without  conditions;  and  strongly 
urging  Armenia to  respect the  sovereignty  and territorial  integrity  of 
the Republic of Azerbaijan;
Stressing  that the  mass  and  barbaric  demolition  of mosques  and 
other Islamic  Shrines  in Azerbaijan,  by Armenia, for ethnic cleansing 
is a crime of genocide;
Noting  the  tremendous  losses  inflicted  by  the  Armenian 
aggressors  insofar  as  the  Islamic  heritage  is  concerned  in  the  Azeri 
territories occupied by the Republic of Armenia, including complete or 
partial demolition of rare antiquities and places of Islamic civilization, 
histoiy  and  architecture,  such  as  mosques  and  other  sanctuaries, 
mausoleums  and  tombs,  archaeological  sites,  museums,  libraries, 
artifact  exhibition  halls,  government  theatres  and  conservatories, 
besides  and  smuggling, out of the country,  and destruction of a large 
number  of  precious  property  and  millions  of  books  and  historic 
manuscripts;
Fully  sharing the concern of the government and  people of Azer­
baijan in this respect;
Having  taken  cognizance  of  the  report  of  the  OIC  Secreta­
ry-General on the subject:
1.Strongly  condemns  the  barbaric  acts  committed  by  the  Ar­
menian  aggressor  in  the  Republic  of Azerbaijan  aiming  at  the  total 
annihilation of the İslamic heritage in the occupied Azeri territories;
2. 
Vigorously  demands  the  strict  and  unconditional  impleme­
ntation  by  the  Republic  of  Armenia  of  UN  Security  Council  Re­
solutions Nos. 822, 853, 874 and 884.
3. 
Emphasizes  its  support  of the  efforts  exerted  by  Azerbaijan  at 
international  organizations  designed  to  put  an  the  end  to  the  armed 
aggression,  erase  its  sequels  and  honouring  the  pledges  and 
commitments spelled out in the relevant paragraphs of the Convention 
reached  in  the  Hague  in  1954  on  the  protection  of valuable  cultural 
items  in  the  course  of military  conflicts.  Those paragraphs  include a
