reminder that where  an  armed conflict erupts, the states  undertake to 
prevent the  smuggling  of valuable  cultural  items  from  the  territories 
under occupation.  Likewise,  governments  are  bound to  ban  theft and 
looting of whatever  type,  acts  of illegal  violations  of cultural  values 
[which  are  tantamount  to  rape]  as  well  as  savage  prejudice  to  the 
above values. They are committed to prevent such acts or reverse their 
effects where necessary.

Asserts  that  Azerbaijan  is  entitled  to  receiving  adequate 
compensation  for the  damage  it sustained  and  considers  that  it  is  the 
responsibility  of the  Republic  of Armenia  to  give  full  compensation 
for such damage.

Requests  the  relevant  OIC  subsidiary  organs  and  specialized 
agencies to  explore  the  possibility  of drawing  up  a  program  to  help 
rebuild the mosques, educational institutions, libraries and museums in 
the  Azeri  territories  liberated  from  occupation  with  the  help  o f OIC 
Member States.

Thanks  the  Secretary-General  for conveying the  OIC  Member 
States'  stance  on  this  issue  to  the  United  Nations  (UNO),the 
Organization  for  Security  and  Cooperation  in  Europe  (OSCE)  and 
other  international  bodies,  and  for  the  coordination  procedures 
undertaken  in  the  framework  of  OIC  subsidiary,  specialized  and 
affiliated organs.lt also thanks those organs and organizations for their 
response,  especially  for  the  adoption  by  the  IDB  and  ISESCO  of 
programmes  to  implement  projects  to  protect  İslamic  holy  places  in 
the Republic of Azerbaijan.

report  thereon  to  the  32nd  Session  of  the  Islamic  Conference  of 
Foreign Ministers.

40.  The Conference reiterated its condemnation of the continuing 
aggression  by  the  Republic  of Armenia  against the  sovereignly  and 
territorial  integrity of the Republic of Azerbaijan, which constitutes a 
blatant  violation  of the principles  of the United Nations  Charter and 
international  law.  It  called  for  total,  unconditional,  and  immediate 
withdrawal  of the Armenian forces from all the occupied territories of 
Azerbaijan.  The  Conference  supported  the  efforts  of Azerbaijan  to 
build  on the results  of the meetings held within the framework of the 
Prague process on the peaceful settlement of conflicts.
41.  The  Conference  reiterated  its  determination  to  support  the 
efforts  of  the  Government  of  Azerbaijan  aimed  at  removing  the 
obstacles to the  peace process,  which have emerged as a  result of the 
illegal  activities  of Armenia carried  out  in the  occupied  territories  of 
Azerbaijan,  such  as  the  transfer  for  settlers  of Armenian  nationality, 
practices  of  artificial  geographic,  cultural,  and  demographic 
alternations,  illicit  economic  activity,  and  exploitation  of  natural 
resources  in  those  occupied  territories.  The  Conference  urged  all 
Member  States  to  continue  strengthening  dieir  solidarity  with  the 
people of Azerbaijan  and to extend their lull support to  its endeavors 
aimed  at  utilizing  the  potential  of  the  United  Nations,  including 
through  the  cooperation  of  the  latter  with  relevant  regional 
international organizations, to achieve soonest restoration of complete 
sovereignty and territorial integrity ofAzerbaijan.

14. 
We  once  again  strongly  condemn  the  agression  of  the 
Republic  of Armenia  against  the  Republic  of  Azerbaijan  and  urge 
immediate,  complete  and  unconditional  withdrawa  of  Armenian 
occupying forces from the occupied territories of Azerbaijan.
We  consider the  illegal  transfer of Armenian population  into the 
occupied  Azerbaijani  territories,  illegal  economic  activities  and 
exploitation of natural resources in the occupied territories detrimental 
to  the  peace  process.  We  condemn  the  continued  destruction  of 
Azerbaijani  cultural  andhistorica!  monuments  and  demandfrom 
Armenia to  compensate  Azerbaijan  in  accordance  with  international 
law  for  the  material  damage  inflicted  by  Armenia.  We  express  our 
deep  concern  overrecent  massive  fires  in  the  occupied  territories 
anddemand  the  occupying  forces  to  take  urgent  measures  to  prevent 
ecological  disaster.  We  appeal  to  international  community  to 
undertake  all  necessary  measures  for  the  peaceful  resolution  of the 
conflict.  We urge the OIC Member States to support Azerbaijan on the 
issue of full restoration of its territorial  integrity and sovereignty'.
