3. Prosecutor Advisory Group (PAG)
Project Description:
This programme aims at setting up a mechanism of cooperation among prosecutors within the frames of GUAM. At the initial stage, the Group will focus on providing respective services with assistance and consultations concerning conducting investigations into the cases of corruption, drug trafficking and other trans-border crimes.
Progress in the Project implementation:
EAAT experts studied the existing situation in the GUAM member states. The General Prosecutor's Office of Georgia is ready to participate in this Project. A responsible person from the Georgian side for elaborating project strategy and action plan project secretary will be financed by the US side.
4. Anti-Corruption Project
Project Description:
This project aims at coordinating and harmonizing the activity of the GUAM member states in anti-corruption practices, in accordance with the joint strategy.
Progress in the Project implementation:
The Project's initial idea was to draw up anti-corruption strategies in the GUAM member states. Georgia has already approved its national anti-corruption strategy. The third meeting of the working group for fight against terrorism, organized crime and drug trafficking held within the frames of GUAM in Chisinau, on November 30 introduced a concept of the anti-corruption working group, while a regular meeting of this group held in Tbilisi, on February 22 2006 approved the Action Plan for 2006. The first anti-corruption conference within GUAM will be held in Tbilisi, on July 6-7 2006.
Obligations of the GUAM member states for the implementation of the Projects
At a meeting of the working group for fight against terrorism, organized crime and drug trafficking held within the frames of GUAM in Baku, on July 25 2005, coordination of cooperation within GUAM was divided among the GUAM member states:
1. Virtual Centre and Information-Management System - Azerbaijan;
2. Trade and Transport Facilitation TTF - Ukraine;
3. Prosecutor Advisory Group (PAG) for GUAM) - Georgia;
4. Fight against human trafficking and illegal migration - Moldova;
5. Fight against international terrorism - Azerbaijan;
6. Fight against drug trafficking - Azerbaijan;
7. Anti-corruption activity - Georgia.
EAAT representatives work in each member state of GUAM providing these states with expert assistance in the elaboration and implementation of common strategies and action plans.
The Georgian side actively supports the development and enhancement of cooperation within GUAM as well as the realization of the above-said projects, to which attests the Georgian Prime-Minister's Order N50 of April 19 on setting up GUAM's national inter-agency group under the National Coordinator, which will aim largely at coordinating inter-agency cooperation on the issues of GUAM implemented by the Ministry of Foreign Affairs of Georgia.
