General Information about GUAM
GUAM is a regional group of four countries - Georgia, Ukraine, Republic of Azerbaijan and Republic of Moldova.
In May of 1996, on the sidelines of the Conference on Conventional Armed Forces in Europe held in Vienna, Austria, the delegations of Azerbaijan, Georgia, Moldova and Ukraine held a meeting, which laid the basis for incorporation of these countries into GUAM and further cooperation among them.
On October 10 1997, during the Summit of the Council of Europe in Strasbourg, the four countries (Georgia, Ukraine, Azerbaijan and Moldova) set up the GUAM Consultative Forum.
On April 24 1999, a meeting of the heads of the GUAM member states and Uzbekistan was held in Washington, within the framework of the Summit of the Euro-Atlantic Partnership Council. The meeting adopted Washington Statement and the Organization was transformed into GUUAM.
Structure and Objectives of GUAM from June 7, 2001 to May 23, 2006 (in accordance with the Yalta Charter 2001)
- Annual Meeting of the Heads of States is GUAM's supreme body;
- Council of Ministers of Foreign Affairs is GUAM's executive body;
- Committee of National Coordinators, consisting of coordinators from the GUAM member states is GUAM's working body;
- Information Office in Kyiv is tasked to provide information services for GUAM
Coordination of cooperation within GUAM on the sectoral level is laid upon seven working groups:
1. Energy (coordinator - Ukraine);
2. Transport (coordinator - Georgia);
3. Trade and Economy (coordinator - Ukraine);
4. Information Technologies (coordinator - Republic of Moldova);
5. Culture, Science and Education (coordinator - Georgia);
6. Tourism (coordinator - Republic of Moldova)
7. Fight against Terrorism, organized Crime and Drug Trafficking (coordinator - Republic of Azerbaijan).
On April 22 2005, at the GUAM Summit in Chisinau, the Presidents adopted a decision to set up a new GUAM-based international regional organization premised on the Yalta Charter 2001 signed by the Presidents of the GUAM member states and the Chisinau Declaration 2005.
In 2005-2006, five expert meetings and sittings of the Committee of National Coordinators were held to elaborate and coordinate the constituent documents of the new organization.
On May 22-23 2006, at the GUAM Summit in Kyiv, a new organization titled Organization for Democracy and Economic Development - GUAM was set up on the basis of GUAM. The creation of this new organization was officially confirmed by signature of the Kyiv Declaration of the GUAM Heads of State, GUAM Charter and other constituent documents.
The new organization retained partially its name and is still identified by the earlier used abbreviation GUAM. The name of this organization, even in case it is enlarged, will still include this abbreviation featuring the founding states of GUAM (Georgia, Ukraine, Azerbaijan, Moldova), due to the fact that GUAM is a readily recognizable name on the international arena.
The major objectives of the Organization for Democracy and Economic Development - GUAM, in accordance with the Organization's Charter are as follows:
- Establish democratic values; insure respect for the rule of law and human rights;
- Insure stabile development;
- Strengthen international and regional security and stability;
- Intensify European integration to create a common security space; expand economic and humanitarian cooperation;
- Develop social-economic, transport, energy, scientific-technical and humanitarian potentiality of the sides;
- Activate political interaction and practical cooperation in the fields of mutual interest;
