It is also important to have a look at the dynamics of registration of the think
tanks and NGOs. There are 15 unregistered “think tanks” in Azerbaijan
according to the results of the conducted survey. Some of their names are on
global rating.

Society for Humanitarian Research
The society was established in 1997 and registered on April 14, 2000. The
founders are Avaz Hasanov, Mehriban Mammadova, the head of the society is
Avaz Hasanov.
The main directions of the activity of society are human rights, conflict resolution,
migration and integration processes. The approximate annual budget of the society

Society of Azerbaijani Futurologists
The society was founded on October 5, 2006. The founders are Reyhan
Huseynova, Sabina Manafova and Elshad Huseynov. The present head is Reyhan
Huseynova. The main direction of activity of the society is to define the scenarios
of the future development studying the development directions and fields , being
the first center of investigation of this type in Azerbaijan. The official internet site:

Center for Innovations in Education (CİE)
The Center for Innovations in Education is a non-profit organization (NGO) based
in Baku, Azerbaijan, whose main aim is to assist educational experts, institutions,
policy-makers, advocacy groups and the general public in improving the quality
and efficiency of education in Azerbaijan. The founder and a Programme Director
is Elmina Kazimzade. Ulviyya Mikayilova is the executive director of the Center.
CIE conducts programs in five main areas to support education development
in Azerbaijan: General Education; Early Childhood Development; Inclusive
Education; Professional Development; Policy and Research; Effective School;
Supporting Families with Young Children through Community-Based
Preschool Services, Improving Quality of Primary Education and Development of

Policy Unit (PU) of The Center for Innovations in Education (PU CIE)
The Center for Innovations in Education (CIE) is opening a Policy Unit (PU)
in order to develop CIE’s research capabilities and position the organization to
have a greater impact on the development of social policy. The mission of the
Policy Unit will be to reduce inequality and advocate for equitable access to
education and social services across Azerbaijan. The CIE Policy Unit will produce
regular, high-quality research that inspires discussion across a diverse group of
social policy stakeholders, leads to greater cooperation between civil society and
the state, and works to improve the policy making process.

The policy unit will operate with three goals in mind. Firstly, to provide thorough,
policy-relevant research that fills knowledge gaps currently existing in the education
and social spheres and raises the level of policy analysis within the state and civil
society organizations. Secondly, to widen the base for constructive policy debate by
bringing together civil society and the state. Finally, to introduce more unified, agenda-
based public advocacy among local civil society and international organizations
through the development of a policy network of social policy stakeholders. To this
end, the Policy Unit will develop a comprehensive internal research strategy that
explores the overall theme of access to social services through the various stages in
a child’s development. This strategy will provide a systematic direction for CIE’s
research and will be used to better synchronize research of different actors in social
services. Guided by its research strategy, the Policy Unit will conduct three major
studies per year, presenting its results in the form of policy reports, briefs, the Policy
Unit blog, and if successful, in peer-reviewed scholarly journals.
Centre for Social Policy Development
The Centre for Social Policy Development (CSPD) has a mission to reduce
inequality of opportunity in Azerbaijan, bringing minds together from field work
and research to deliver policy recommendations that fit the country’s economic,

CSPD is built upon United Aid For Azerbaijan’s (UAFA) strong experience
and reputation in the child and family welfare sector. Our research and
policy recommendations are based on 15 years of experience of field work in
Azerbaijan. UAFA projects continue to provide opportunities for studying the needs
of the most socially excluded in society, and the effects of policy change upon them.
CSPD’s current focus is to:
· give vulnerable children and their families a platform for their voices to be
heard in policy-making
· promote innovation in public services in order to improve quality, efficiency,
transparency, responsiveness and accountability
· be a communicating bridge between Ministries, State departments and civil
society
CSPD maintains a neutral position politically; however, we are a strong
