6.2.19.2.2.  Resolution No.6/37-E. On economic assistance to 
member states and muslim communities in non-oic countries.
The Thirty-Seven Session of the Council of the Foreign  Ministers 
of the  Organization  of the  Islamic  Conference  (Session  on  Shared 
Vision  of a  More  Secure  and  Prosperous  Islamic  World  ),  held  in 
Dushanbe, Republic of Tajikistan, from 4-6 Jumada AI - Thani  1431H 
(18 to 20 May, 2010),
Recalling  the  Ten-Year  Programme  of  Action  adopted  by  the 
Third Extraordinary Session of the Islamic Summit Conference held in 
Makkah Al-Mukarramah, Kingdom of Saudi Arabia, on 7-8 December 
2005,
Recalling  the  Resolution  No.  2/11  -  E  (IS)  adopted  at  the  11th 
Session  of the  Islamic  Summit  Conference  (Session  of  the  Islamic 
Ummah  in the  21st  Century),  held  in  Dakar,  Republic  of Senegal  on 
13-14 March 2008,
Recalling the  provisions  of Istanbul  Declaration  adopted  by  the 
COMCEC Economic Summit, held in Istanbul, Republic of Turkey on 
9 November 2009,
Reaffirming the Resolution No.3/36-E of the Thirty-Sixth Session 
of the Council of Foreign  Ministers of the Organization of the İslamic 
Conference  held  in  Damascus,  Syrian  Arab  Republic,  from  23  to  25 
May  2009,  Mindful  of  the  consequences  of  global  financial  and 
economic  meltdown,  exemplified  by  negative  growth,  deteriorating 
current account balances, dwindling overseas remittances  and Official 
Development Assistance, as. well as rising unemployment and poverty 
in member states,
Commending  the  initiatives  of  the  OIC  General  Secretariat.

COMCEC Coordination Office, SESR1C, ICDT, IDB, and the ICC! in 
the  area  of policy  coordination,  increasing  financial  flows  and  intra- 
OIC investments under the auspices of the COMCEC,
Also commending the bold initiatives  of the General  Secretariat, 
SESRIC  and  the  Turkish  Agency  for  International  Cooperation  and 
development  (TIKA)  to  establish  a  coordination  framework  among 
development cooperation agencies in OIC Member States,
Expressing  appreciation  for  the  financial,  humanitarian  and 
development assistances provided by OIC Member States in the form 
of humanitarian and development programmes,
Noting  the  growing  importance  of  the  external  assistance  in 
alleviating  poverty',  enhancing  food  security,  promoting  sustainable 
development and strengthening  institutional  capacity  in OIC  Member 
States, in particular among its least developed countries,
Regretting  that  despite  the  progress  made  on  debt  cancellation, 
relief  and  rescheduling  both  bilaterally,  and  multilaterally  in  the 
framework  of the  Bretton  Woods  institutions,  the  burden  of the  debt 
remains  a  major  constraint  and  an  obstacle  to  economic  growth  and 
human  development,  in  many  OIC  Member  States,  Considering  the 
reports  of SESRIC,  ICDT,  IDB  and  COMCEC,  Having taken  note of 
the report of the Secretary General,  1 .Urges the OIC Member States to 
strengthen their efforts  for achieving a potential  alternative and  sound 
financial  system  based  on  islamic  principles within  the  framework  of 
OIC.  which  would  prevent  future  generations  from  facing  the 
catastrophic impacts of the crisis;
2. 
Ca!ls  for  building  more  effective  partnership  and  coordination 
between  Member  States,  OIC  institutions  and  development  agencies 
so as to mitigate the effects of the global economic crisis and advance 
sustainable development in OIC Member States;
3. 
Reaffirms  the  importance  of  the  World  İslamic  Economic 
Forum  (WIEF) and calls the officials  and businesspersons  of the OIC 
Member States  and  international  community  to  actively  participate  in 
the 7th WIEF in Kazakhstan in 2011.
4.  Requests  the  Member  States  to  support  efforts  aimed  at

establishing  cross  border  projects  to  promote  socio-economic  devel- 
development and peace building efforts by OIC Member States;
5. 
Calls for execution of infrastructural  development projects, free 
trade  regime  and  investment  schemes  in  Member  States  to  help 
improve the income of their rural population and smallholders farmers 
and reduce their vulnerability to price fluctuations in world market;
6. 
Requests  the  SESRIC  to  continue  to  monitor  the  world  eco­
nomic  developments  and  their  socio-  economic  implications  on  the 
OIC Member States and to report on this matter to the annual  sessions 
of the COMCEC with a set of recommendations;
7. 
CaIls upon the Member States to continue to extend all possible 
forms  of  assistance  to  least  developed  Member  States  as  well  as 
Muslim  Communities  in  countries,  which  are  not  members  of  the 
Organization;
8. 
Commends  the  Governments  of Turkey,  Egypt,  Libya,  Saudi 
Arabia for their respective assistance to  some  OIC  Member  States  in 
2009;
9. 
Urges  Member  States  to  continue  to  voluntarily  provide  the 
General  Secretariat with annual reports on their assistance to  Member 
States as well as Muslim Communities;
10. 
Notes  the  on-going  efforts  of  Development  Cooperation 
Institutions in OIC Member States to consider the establishment of the 
OIC  Development  Assistance  Committee  (OIC-  DAC)  to  promote 
development assistance among OIC Member States;
11 .Requests  the  Secretary'  General  to  follow 
up  the 
implementation of this resolution and submit a report on the above and 
each  item  appearing  from  A  to  F  to  the  Thirty-Eighth  Session  of the 
Council of Foreign Ministers.
A. Economic Assistance to 
the 
Republic of Azerbaijan:
Confirming full  solidarity  of the  Member  States  of the OIC  with 
the Government and  people of Azerbaijan  at this  very  critical  time of 
the country’s history,

Referring to the relevant UN Security Council Resolutions regard­
ing this conflict,
Deploring the Armenia-backed aggressive separatism instigated in 
the Nagomo- Karabakh region of the Republic of Azerbaijan, followed 
by  aggression  and  occupation  by  Armenia  of  about  20  percent  of 
Azerbaijani  territories  and  resulted  in  violent displacement  of almost 
one  million  Azerbaijani  people  from  their  homes,  which,  as  such, 
resembles the terrible concept of ethnic cleansing,
Conscious  of  the  fact  that  economic  damage  inflicted  upon 
Azerbaijan  in  its  territories  currently  occupied  by  Armenia  already 
exceeds US $60 billion,
Welcoming  and  appreciating  the  assistance  extended  by  some 
Member  States  and  OIC  relevant  bodies,  United Nations  institutions 
and international organizations,
Emphasizing the  fact that despite the efforts and achievements of 
the  Republic  of  Azerbaijan  in  solving  the  problems  of  I DPs  and 
refugees, there  is  still  a need  for technical and financial assistance by 
donor countries and international organizations,
1. 
Appeals  to  the  Member  States,  International  Community  and 
İslamic Institutions to make available to the Government of Azerbai jan 
the  financial  and  technical  assistance  with  a  view  of implementing 
development  projects  aimed  at  improvement  of  social  and  living 
conditions of IDPs;
2. 
Calls upon the international organizations to continue to support 
economic and social development activities of Azerbaijan.

On protection of İslamic Holy Places.
The  37th  Session  of the  Council  of Foreign  Ministers  (CFM), 
(Session  of Shared  Vision  of a  More  Secure  and  Prosperous  İslamic 
World),  held  in  Dushanbe,  Republic of Tajikistan  on04-06 Jamadi  Al

Recalling  the  resolutions  adopted  by  the  İslamic  Summit

Conferences  and  other QIC  Conferences,  in  particular the  J 1th  Ordi- 
Ordinary  and  the  3rd  Extraordinary'  Sessions  of the  Islamic  Summit 
Conferences, the 36th Session of Council of Foreign Ministers (CFM), 
the  6th  Session  of  the  Islamic  Conference  of  Culture  Ministers 
(ICCM), and the 8th Session of COMIAC;
Recalling  the  objectives  of the  OIC  which  stress  the  need  for 
coordinated effort to safeguard the Islamic  Holy Places and strengthen 
the  struggle  of Islamic  peoples  for  the  preservation  of their  dignity, 
independence and national rights;
Affirming those objectives and principles enshrined in the Charter 
of the OIC aimed at coordinating efforts to safeguard and preserve the 
Islamic heritage;
Also  recalling the  Resolutions  of the Organization  of the  Islamic 
Conference,  on  the  unified  stand  against  the  desecration  of İslamic 
Holy Places, especially Resolution No.  3/6-C (IS) of the Sixth  Session 
of the Islamic Summit Conference;
Recalling  the  Resolutions  of  the  Organization  of  the  Islamic 
Conference  on the  unified  stand against  the violations  of the sanctity 
of the Sacred Muslim Places:
3.Strongly  condemns  the  burning  of  the  Shrine  of  Shah-e- 
Hamadan and the desecration of the Jamia Mosque at Safapur, and the 
burning  of  the  Jamia  Mosque  at  Kishtwar  and  other  incidents  o f 
desecration of Muslim Holy places.
4-Also  condemns  the  continuing  desecration  of  Mosques  and 
Muslim  Holy  Places  and  denial  of  religious  rights  to  the  Muslim 
population in the Indian Occupied State of Jammu and Kashmir.
5.Urges  the  international  community,  especially  the  Member 
States to exert utmost efforts to protect the basic rights of the Kashmiri 
people,  including  their  right  to  self-determination  according  to  the 
relevant  UN  Resolutions  as  well  as  to  safeguard  their  religious  and 
cultural rights and their islamic heritage.
C)  The  destruction  and  desecration  of Islamic  historical  and 
cultural  relics  and  shrines  in  the  occupied  Azerbaijan  territories

resulting from  the aggression  of the  Republic of Armenia  against 
the Republic of Azerbaijan:
Emphasizing  that  pieces  of  Azerbaijani  history,  culture, 
archaeology,  and ethnography  remaining in the territories occupied by 
Armenia  are  an  integral  part of Islamic heritage,  and,  therefore,  must 
be protected;
Reaffirming 
United  Nations 
Security  Council 
(UNSC) 
Resolutions No.  822,  853,  874,  and 884,  which call  on the Armenian 
forces  to  effect  a  full  withdrawal  from  all  the  occupied  Azerbaijani 
territories,  including  the  Lachin  and  Shusha  areas,  immediately  and 
without  conditions;  and  strongly  urge  Armenia  to  respect  the 
sovereignty and territorial integrity of the Republic of Azerbaijan;
Reaffirming  that  the  utter  and  barbaric  destruction  of mosques 
and other İslamic  Shrines  in Azerbaijan,  at the hands of Armenia, for 
the purpose of ethnic cleansing is a crime against humanity;
Noting  the  tremendous  losses  inflicted  by  the  Armenian 
aggressors  on  the  İslamic  heritage  in  the  Azerbaijani  territories 
occupied  by  the  Republic  of  Armenia,  including  total  or  partial 
demolition  of  rare  antiquities  and  places  of  İslamic  civilization, 
history,  and  architecture,  such  as  mosques,  mausoleums,  graves, 
archaeological  excavations,  museums,  libraries,  art  exhibition  halls, 
and  government  theatres  and  conservatories,  besides  the  destruction 
and  smuggling  out  of  the  country  of  large  quantities  of  priceless 
treasures and millions of books and historic manuscripts;
Fully  sharing  the  anguish  of  the  government  and  people  of 
Azerbaijan  in this regard:
1.Strongly  condemns  the  barbaric  acts  committed  by  the 
Armenian  aggressors  in  the  Republic  of Azerbaijan  with  the  aim  of 
total  annihilation  of the  Islamic  heritage  in  the  occupied  Azerbaijani 
territories.
2.Vigorously 
demands 
the 
strict 
and 
unconditional 
implementation  by  the  Republic  of Armenia of UN  Security  Council 
Resolutions No. 822, 853, 874, and 884.

3. 
Reaffirms its  support for the efforts deployed by  Azerbaijan  a t 
regional  and  international  levels  and  aimed  at  protecting  and 
preserving  Islamic  cultural  values  and  treasures  in  the  territories 
occupied by Armenia.
4. 
Asserts that Azerbaijan is entitled to adequate compensation  for 
the  damages  it  has  sustained  and  affirms  the  Republic  of Armenia’s 
responsibility to pay up full compensation for such damages.
5. 
Requests  the  relevant  OIC  subsidiary  organs  and  specialized 
agencies  to  explore  the  possibility  of drawing  up  a  program  to  help 
rebuild  the  mosques,  educational  institutions,  libraries,  and museums 
in the .Azerbaijani territories liberated from occupation with the help o f  
OIC Member States.
6. 
Thanks the Secretary-General for transmitting the OIC  Member 
States’  position on  this  issue to the  United  Nations, the Organization 
for  Security'  and  Cooperation  in  Europe  (OSCE),  and  other  interna­
tional  bodies,  and  for the coordination  measures he has  taken  within 
the framework of OIC subsidiary, specialized, and affiliated organs.  It 
also  thanks  those  organs  and  organizations  for  their  response, 
especially  for the  adoption  by  the  IDB  and  ISESCO  of programs  to 
implement  projects  aimed  at  protecting  Islamic  holy  places  in  the 
Republic of Azerbaijan.
