Closing remarks at practical workshop for the
Financial Monitoring Service «The Operation of
Financial Intelligence Units – International Experience»
Ladies and gentlemen,
Dear friends,
Good afternoon, everybody. We have just concluded an
enormously productive day and it is my privilege to bring
this remarkable practical workshop to a close.
Over these two days, it has been heartening to see such a
prominent group of foreign experts, representatives from
Financial Monitoring Service and the Central Bank, display
such a deep and broad commitment to the principles of the
transparent and sound society.

I am encouraged by our willingness to share and openly
discuss the diversity of actions, experiences and challenges.
Working together across communication in this way to
address the most pressing issues facing world community,
is the hallmark of the practical workshop.
That is why this event has produced important results.
Through several groundbreaking presentations, we have
made it abundantly clear that legal framework and
sustainable institutional setting go hand-in-hand. This will
help us build the supportive measures needed to create
more defensive infrastructure. And it will ultimately help
improve the global AML/CFT network.
At the same time however, we must be willing to seek out
and put into place improvements in the global AML/CFT
network that will help us do our job better. In my view, we
need to strengthen our work in a number of areas. Some of
these areas include improved and more effective
implementation of international standards.

There are too many initiatives to mention by name, but
each one of them is important. Together, they span all
criteria of the money laundering and terrorist financing
phenomenon.
The practical workshop has also given its many participants
an opportunity to introduce new ideas and methods to help
integrate the best practices into their activity. In this way,
we can demonstrate how public policy can support
corporate building.
The practical workshop has given to Financial Monitoring
Service as a whole an occasion to demonstrate that we are
ready and eager to work with all actors in addressing the
shared challenges of money laundering and terrorist
financing.
Together, through the joint initiatives, we have deepened
our collective commitment to embedding universal values
in AML/CFT policy. Yet as we all know, actions speak
louder than words. So as we walk away from this practical

workshop with plans to meet again, let us each do our share
to give practical meaning to the results achieved.
I would therefore urge us to continue mutual collaboration
and as necessary to reinforce it. I look forward to increased
dialogue between Financial Monitoring Service and the
OSCE Office in Baku on ways that we may be able to
further strengthen the relationship between
those
institutions.
Finally, let me thank the Head of the OSCE Office in Baku
Ambassador Bilge Cankorel for giving us the opportunity
to be involved in such a tremendous event. I would also
appreciate Mr. Jan Olsson, Mr. Bob Upton and Mr. Mark
van Theil invaluable contributions to this remarkable
practical workshop. Their efforts will remain critical to the
institutional growth of Financial Monitoring Service over
the next years.
I also want to thank Ms. Rugiya Haciyeva and Ms. Laman
Yusifova for excellent organising this practical workshop,

and Ms. Gulsabah Amirova for her perfect interpretation
over these two days.
Lastly, let me thank all other participants as well for the
cooperative spirit that they brought to the discussions.
Dear friends, I thank you for giving me the opportunity to
address you today. I wish you all well for the remainder of
this year and in your future work.
I now declare the 2010 practical workshop for the Financial
Monitoring Service formally closed.
