2.3.2 Training and Development 
One of the main objectives of training and development programs of companies 
is to provide learning procedure by which new comers learn crucial organizational 
process, qualities, and working relationship within workplace in order to qualify up to 
their standard and the quality of employees, and to improve the job performance and 
the level of outcomes achieved. On the other word, training and development is any 
attempt to improve current or future empl
oyee by increasing an employees’
ability, 
attitude and knowledge to perform through learning. Also, Cheng and Ho (2001) 
indicated that complete training program produces noticeable improvements in 
employee communication and proficiency of performances as well as extending 
retention time. Moreover, when programs target communication skills with co-workers
there are significant increases in forming the positive working relationships. The roles, 
functions and strategies of HRM practices can be modified; it is reflected in the 
different aspect of internal or external factors such as cultural issues, government

policy, the external environment as well as the organizational structure, and other 
elements related (Bartram, & Thomas, 2009). 
In case of Taiwanese-based enterprises in Vietnam, training and development 
human resource is crucial part in HRM of business too. Thang and Quang (2011) 
through survey several businesses in Vietnam and found out that business conducted 
the employees training has positive impact and plays an important role in improving 
productivity of companies. Beside, training policies are critical element in HRM of a 
business in which improving the skills of employees, the performance of firm, and 
organizational survival (Schuler 2001). Hence, FDI enterprises in Vietnam have to 
build the training and development program which preferable to internal and external 
issues 
of organization, to contribute improve the employees’ skills as well as the 
development of business.
