state and according to it, his weaving factory sent 4 million ell coarse
calico and 300 000 ell parusin to front in 1915.
In this time, there was crisis in agriculture of country. The
sown areas were abridged and the number of cattle-breeding was
decreased.
According to regulation of tsar which was signed in june of 1915,
more than 50 000 18-23-year-old Azerbaijani youth were called for
mobilization to work in rear. Horses, bulls and bogies were confis-
cated. Taxes which were gathered from peasants were decreased 50
percent. Who didn't want to go to war they had give special tax.
Because of the war, food shortages and prices were decreased
extremely. There was began famine in country. In Baku large troops
were deployed and that's why to provide population with food was
very complicated.
Northern Azerbaijan during the February revolution and after.
On the 25th February of 1917, with the participation of 300 000
people began a strike in Russia. On the 27th february, general political
strike was turned to the armed revolt. On the 28th February,
revolution
gained a victory. As a result of February revolution in 1917, Tsarism
in Russia was overthrown. There appeared dual power in Russia. In
the capital was established Temporary government which was a
government of the bourgeoisie and landlords which became
bourgeoisie. This government began to liquidate previous
organizations and establish its own organizations. In other side there
was established Worker Deputies of Soviet power. After the decline of
Tsarism, political parties in Azerbaijan which operated secretly before
began its activities publicly.
On the 6th march of 1917, there was
election to Baku Soviet and
as a result, was established foreign power - Soveits which wasn't
suitable for interests of our nation. Mostly, there were representated
menshevik, dashnak, eser and bolsheviks. At the end of the march,
officer and soldier deputies of city united and established the soviets of
military deputies. On the 9th march there was created Special South
Caucasus Commitee which consisted of 5 members of 4th State Duma.
