Annex 2: Skills and Experiences of the Consultants



Dhruba Gautum, PhD
Dhruba (PhD in Sociology), a DRR and CCA specialist, started his development career with USAID, followed by Plan Nepal, Ford Foundation and European Union in different capacities and was mostly engaged in disaster, water, and climate change related issues. In the last 25 years (1991-2016), he has contributed as a technical advisor in different sectors like climate change adaptation (CCA), humanitarian response, vulnerability analysis, disaster risk reduction (DRR), and contemporary socio-economic issues through evaluations and research with development partners like the World Bank, Asian Development Bank and UN agencies, International NGOs, academic institutions and civil society organizations. Between 2004 and 2016, he has evaluated 26 projects related to emergency, CCA and DRR in the Asia Region. Between 2004 and 2016, he has evaluated more than 26 projects in the South Asia Region. Similarly he has contributed 19 assignments on vulnerability analysis and disaster risk management; 15 assignments on climate change, climate sustainability and food security; 14 assignments on socio-economic inclusion, gender, assessment of rural poverty, inequality and human rights; 7 assignments on institutional development, and capacity development; and 4 assignments on water and forest governance/ natural resources.
Prakash Bhattarai, PhD
Prakash Bhattarai, one of the team members for this joint programme evaluation holds a doctorate in Peace and Conflict Studies from the University of Otago, New Zealand. Dr. Bhattarai also holds master’s degrees in Population Studies (Tribhuvan University, Nepal) and in International Peace Studies (University of Notre Dame, USA), and has been a visiting research scholar (April-June 2013) at the Department of Peace and Conflict Research, Uppsala University, Sweden. He has published articles in peer reviewed journals and reports on issues surrounding youth, migration, goverance, and politics and the peace processes in Nepal and the Philippines. Dr. Bhattarai has 18 years of professional and leadership experience on issues surrounding democracy, peacebuilding, migration, and youth issues. He has worked as evaluation consultant for peacebuilding, security, violence prevention, community mediation, governance, migration, youth and gender related projects with his association with various organisations in Nepal and abroad including United Nations Development Programme (UPDP), International Organization for Migration (IOM), Search for Common Ground (SFCG), Catholic Relief Services Philippines, Friends for Peace Nepal, The Asia Foundation (TAF), Alliance for Peace /Governance Facility and recently with Safer World for evaluating their Community Initiatives for Common Understanding project.
